First Responders’ Equipment Access Act

First Responders' Equipment Access Act This bill requires the Environmental Protection Agency (EPA) to revise regulations that exempt certain engines and equipment from emission standards for national security purposes. For example, the bill directs the EPA to expand the regulations to include exemptions for engines or equipment intended to be used by governmental agencies for providing law enforcement, disaster relief, search and rescue, or emergency medical services.

NEAR Act of 2021

National Estuaries and Acidification Research Act of 2021 or the NEAR Act of 2021 This bill directs the Department of Commerce to arrange for the National Academies of Sciences, Engineering, and Medicine to conduct a study that examines the existing science of ocean acidification in estuarine environments, examines the challenges to studying ocean acidification and acidification's interactions with other environment stressors in estuarine environments, provides recommendations for improving future research with respect to ocean acidification in estuarine environments, and identifies pathways for applying science in management and mitigation decisions related to ocean acidification in those environments.

COAST Research Act of 2021

Coastal and Ocean Acidification Stressors and Threats Research Act of 2021 or the COAST Research Act of 2021 This bill addresses the effects of ocean and coastal acidification on marine organisms and ecosystems. Specifically, the bill reauthorizes through FY2026 and revises the Ocean Acidification Program of the National Oceanic and Atmospheric Administration and the ocean acidification grant program of the National Science Foundation. The bill expands those programs, as well as the ocean acidification activities of the National Aeronautics and Space Administration (NASA), to include efforts to research and monitor the effects of coastal acidification.

Ghost Army Congressional Gold Medal Act

Ghost Army Congressional Gold Medal Act This bill directs the Speaker of the House of Representatives and the President pro tempore of the Senate to award a Congressional Gold Medal to the 23rd Headquarters Special Troops and the 3133d Signal Service Company, known as the Ghost Army , collectively, in recognition of its service during World War II.

RPM Act of 2019

Secure the Southern Border Act

Secure the Southern Border Act This bill enacts into law several immigration-related executive orders, including orders (1) requiring reports on various issues, such as efforts by the Department of Homeland Security (DHS) to end policies relating to the release of certain detained aliens; (2) requiring DHS to take actions to construct a physical barrier along the U.S.-Mexico border; and (3) directing DHS to prioritize the removal of certain aliens, including those convicted or charged with any criminal offense.

Stopping Border Surges Act

Stopping Border Surges Act This bill modifies immigration law provisions relating to unaccompanied alien minors and to asylum seekers. For certain unaccompanied inadmissible alien children, generally those not at risk of being trafficking victims nor having a fear of persecution, the Department of Homeland Security (DHS) shall repatriate the child. Currently, only inadmissible unaccompanied aliens from neighboring countries are subject to repatriation, and DHS has discretion whether to repatriate. When HHS releases an unaccompanied child to an individual, it shall provide DHS with certain information about that individual, including Social Security number and immigration status. The bill amends the definition of credible fear of persecution to require that such fear can be established by statements that are more probable than not. The bill also imposes certain rules relating to credible fear interviews, including requirements for recordings and interpreters. If an alien is granted asylum because of fear of persecution in a country, the alien shall be deemed to have renounced asylum status by returning to that country, if there has been no change in the country's conditions. The bill also (1) expands the definition of what constitutes a frivolous asylum application, (2) imposes additional limitations on eligibility for asylum, (3) shortens the deadline for applying for asylum, and (4) extends the time period an alien seeking asylum must wait before receiving employment authorization. Any individual who knowingly and willfully makes materially false statements or uses fraudulent documents in asylum-related proceedings shall be fined or imprisoned up to 10 years, or both.

Stop Higher Education Espionage and Theft Act of 2021

Stop Higher Education Espionage and Theft Act of 2021 This bill establishes a process for designating foreign actors as foreign intelligence threats to higher education. Specifically, the Federal Bureau of Investigation (FBI) must designate a foreign actor as a foreign intelligence threat to higher education if the foreign actor has committed, attempted to commit, or conspired to commit certain actions in connection with an institution of higher education (IHE), such as espionage, misuse of visas, or theft of trade secrets. Prior to making such a designation, the FBI must submit notice to Congress and the Department of Justice. Upon the designation of a foreign actor as a threat, the Department of State must revoke the nonimmigrant visa issued to the foreign actor present in the United States, and the Department of Homeland Security must initiate removal proceedings against the foreign actor. Additionally, the bill provides for judicial review and a process for revoking a foreign actor's designation as a threat. Finally, the bill also requires an IHE to disclose to the Department of Education any gift or contract with a foreign intelligence threat, including the fair market value of the gift or contract.

Regulations from the Executive in Need of Scrutiny Act of 2021

Regulations from the Executive in Need of Scrutiny Act of 20 21 This bill revises provisions relating to congressional review of agency rulemaking. Specifically, the bill establishes a congressional approval process for a major rule. A major rule may only take effect if Congress approves of the rule. A major rule is a rule that results in (1) an annual effect on the economy of $100 million or more; (2) a major increase in costs or prices for consumers, individual industries, government agencies, or geographic regions; or (3) significant adverse effects on competition, employment, investment, productivity, innovation, or the ability of U.S.-based enterprises to compete with foreign-based enterprises. In addition, the bill establishes a congressional disapproval process for a nonmajor rule. A nonmajor rule may only take effect if Congress does not disapprove of the rule.
