CART Act

Catastrophic Risk Transfer Act of 2021 or the CART Act This bill establishes a system for the taxation of catastrophic risk transfer companies and their security holders to ensure sufficient capital to cover catastrophic insurance losses. The bill defines catastrophic risk as a risk of loss that has a low likelihood of occurring but that would be large in amount. The bill defines catastrophic risk transfer company as any domestic corporation created and regulated under state law with the purpose of entering into one or more insurance or reinsurance agreements covering catastrophic risk.

Clean Water Allotment Modernization Act of 2021

Clean Water Allotment Modernization Act of 2021 This bill revises the formula the Environmental Protection Agency (EPA) uses to determine how to distribute funds from the Clean Water State Revolving Fund (SRF) program. Under the program, the EPA allocates funding to states for water quality infrastructure projects, such as wastewater systems and stormwater management projects. In FY2022-FY2026, the EPA must provide an initial allotment to each state that is equal to the amount the state received in FY2023. The EPA must also provide an additional allotment to each state that is based on its share of the U.S. population. In FY2027 and each subsequent fiscal year, the EPA must use an updated allotment formula, which is based on the needs of states as identified in the most recently available clean watersheds needs survey. Beginning in FY2022, the formula must also provide allotments for Indian tribes and territories. In addition, the formula must provide an allotment for EPA's oversight of SRF projects to ensure they use American iron and steel.

CFRM Act of 2021

Cuban Family Reunification Modernization Act of 2021 or the CFRM Act of 2021 This bill establishes a program to provide immigration parole to eligible Cuban nationals for family reunification purposes. (Parole is official permission to enter and temporarily remain in the United States.) To be eligible for parole under this bill, a Cuban national must be a beneficiary of a petition for a family-sponsored immigration visa. A sponsor may apply for parole for the beneficiary before the beneficiary receives an immigration visa. An eligible beneficiary must meet certain criteria, such as passing a medical examination and background check. An individual who has committed a gross violation of internationally recognized human rights shall not be eligible for parole under this bill. Parole provided under this bill shall be for two years. An individual who receives parole may apply for work authorization. The Department of Homeland Security (DHS) shall take reasonable measures to prioritize the parole applications where the beneficiary is (1) an individual with a terminal illness, or (2) a qualifying minor child (generally a child with a parent with a soon-to-expire immigration visa). DHS may operate an immigration processing facility at the U.S. Naval Station in Guantanamo Bay, Cuba, if the Department of Defense certifies that such a facility would not hinder the station's operations or pose a threat to national security.

Khalid Jabara and Heather Heyer National Opposition to Hate, Assault, and Threats to Equality Act of 2021

Khalid Jabara and Heather Heyer National Opposition to Hate, Assault, and Threats to Equality Act of 2021 or the Jabara-Heyer NO HATE Act of 2021 This bill creates grants for state and local governments to combat hate crimes. It also authorizes additional penalties for hate crime offenses. Specifically, it establishes grants for states to create state-run hate crimes reporting hotlines. It also authorizes grants for states and local governments to implement the National Incident-Based Reporting System and to conduct law enforcement activities or crime reduction programs to prevent, address, or respond to hate crimes. Finally, in the case of an individual convicted of a hate crime offense and placed on supervised release, the bill allows a court to order that the individual participate in educational classes or community service as a condition of supervised release.

Healthcare Workforce Resilience Act

Healthcare Workforce Resilience Act This bill makes previously unused immigrant visas available to nurses and physicians who petition for such a visa before the date that is 90 days after the end of the declared national emergency relating to the COVID-19 (i.e., coronavirus disease 2019) outbreak. The number of visas available shall be the total number of unused employment-based immigrant visas from FY1992-FY2020, up to 40,000. Of such visas, 25,000 shall be reserved for nurses and 15,000 for physicians. Certain family members may accompany the principal beneficiary of a visa provided under this bill, and visas for such family members shall (1) be made available from the unused visas from FY1992-FY2020, and (2) not be counted against the 40,000 cap. Visas provided under this bill shall be exempt from per-country limitations.

Vet CENTERS for Mental Health Act of 2021

Veterans Census-Enabled National Treatment Equitable Resource Supplement for Mental Health Act of 2021 or the Vet CENTERS for Mental Health Act of 2021 This bill requires the Department of Veterans Affairs (VA) to ensure the number of Vet Centers in certain states is increased by at least one additional center if the VA determines the state meets specified requirements. The VA must also establish a community-based outpatient clinic in each state that does not share a land border with another state, is located at least 2,000 miles from the contiguous United States, and contains no such clinic.

Recognizing the 30th anniversary of the closing of the Semipalatinsk nuclear weapons test site in Kazakhstan.

This resolution applauds Kazakhstan's 30-year commitment to nuclear nonproliferation and disarmament. It also recognizes that Kazakhstan has committed to strengthening the U.S.-Kazakhstan relationship by working on issues such as keeping the world safe from nuclear weapons.

Flood Risk Transparency for Homebuyers Act

Flood Risk Transparency for Homebuyers Act This bill requires the Department of Housing and Urban Development (HUD) to disclose certain flood hazards to prospective buyers when listing a one-to-four-unit residential property for sale. The requirement applies to every such HUD-owned property located in a special flood hazard area and requires HUD to disclose (1) the estimated monthly cost to insure the property under the National Flood Insurance Program in the zip code where the property is located and (2) whether the property is a severe repetitive loss property. A one-to-four-unit residential property is considered a severe repetitive loss property under existing law if the property is covered by flood insurance under the National Flood Insurance Program and has incurred flood-related damage resulting in either (1) four or more separate claim payments each exceeding $5,000, or (2) two or more separate claim payments that cumulatively exceed the value of the property. Severe repetitive loss properties are subject to higher flood insurance rates under the National Flood Insurance Program, but may be eligible for grants to mitigate the flood risk under certain circumstances.
