Protecting the Dignity of Unborn Children Act of 2021 This bill establishes a new criminal offense for recklessly disposing of or abandoning fetal remains in a landfill or in any navigable waters of the United States. The term fetal remains means any part (except a cremated part) of a deceased human fetus following an abortion. A violator is subject to a fine, up to three years in prison, or both.

District of Columbia-Maryland Reunion Act This bill cedes the District of Columbia to Maryland after Maryland's acceptance of the retrocession. Furthermore, the bill declares that the National Capital Service Area in the District shall not be ceded and relinquished to Maryland and shall continue to serve as the permanent seat of the federal government. The bill maintains the exclusive legislative authority and control of Congress over the area. Finally, excluding the District Building, the area shall include the principal federal monuments, the White House, the U.S. Capitol, the U.S. Supreme Court Building, the federal executive, legislative, and judicial office buildings located adjacent to the Mall and the U.S. Capitol, and the Frances Perkins Building, including any portion of it north of D Street NW.

Reducing the Demand for Human Trafficking Act of 2021 This bill modifies the requirements regarding trafficking victim services grants. Specifically, it creates a preference for applicants who use the grant funds to investigate and prosecute individuals who solicit or purchase commercial sex.

This joint resolution proposes an amendment to the Constitution to require that the Supreme Court consist of nine Justices.

Treat and Reduce Obesity Act of 2021 This bill expands Medicare coverage of intensive behavioral therapy for obesity. Specifically, the bill allows coverage for therapy that is provided by (1) a physician who is not a primary care physician; or (2) other health care providers (e.g., physician assistants and nurse practitioners) and approved counseling programs, if provided upon a referral from, and in coordination with, a physician or primary care practitioner. Currently, such therapy is covered only if provided by a primary care practitioner. The bill also allows coverage under Medicare's prescription drug benefit of drugs used for the treatment of obesity or for weight loss management for individuals who are overweight.

No Social Media Accounts for Terrorists or State Sponsors of Terrorism Act of 2021 This bill bars access to certain social media platforms by individuals designated as terrorists or senior officials of a government that is a state sponsor of terrorism. Specifically, the bill requires the President to prohibit providers of social media platforms (i.e., platforms that allow users to generate and share content and that have over 100,000 active users) from making such platforms available to barred individuals or officials. The bill does, however, allow officials to use these platforms solely for legitimate emergency alert purposes. Violations of this prohibition are subject to civil and criminal penalties. In addition, the President may waive the prohibition in the interests of U.S. national security. The Department of the Treasury must report to Congress on (1) the status and impact of the prohibitions of this bill, and (2) efforts to facilitate the free flow of information and access to communications technologies by civil society and democratic activists in Iran, Syria, North Korea, Cuba, and other countries controlled by authoritarian regimes.

Keep Huawei on the Entity List Act This bill continues export controls on Huawei Technologies Co. Ltd., and it requires the Department of Commerce to designate Honor Device Co. Ltd. for inclusion on the list of entities subject to certain license requirements for exports. The bill prohibits Commerce from removing Huawei (or its subsidiaries or affiliates) from the entity list unless Commerce certifies that Huawei (1) has not engaged in activities that are contrary to U.S. national security or foreign policy interests and is unlikely to do so in the future; and (2) is not owned, controlled, or influenced by the Communist Party of China. Commerce must submit a monthly report identifying and describing all license applications to export, reexport, or transfer (in-country) certain items to Huawei or Honor, as well as whether those applications were approved or denied.

Thin Blue Line Act This bill expands the list of statutory aggravating factors in death penalty determinations to also include killing or targeting a law enforcement officer, firefighter, or other first responder.

Jurists United to Stop Trafficking Imitation Child Exploitation Act of 2021 or the JUSTICE Act of 2021 This bill broadens the prohibition on importation or transportation of obscene materials. Specifically, the bill makes it a crime to import, or knowingly use a common carrier or interactive computer service to transport, a child sex doll.

ADA Compliance for Customer Entry to Stores and Services Act or the ACCESS Act This bill addresses access to public accommodations for persons with a disability. The bill requires the Department of Justice (DOJ) to develop a program to educate state and local governments and property owners on strategies for promoting access to public accommodations for persons with a disability. The bill authorizes an aggrieved person, after taking specified actions, to commence a civil action based on the failure to remove an architectural barrier to access an existing public accommodation. Specifically, the aggrieved person must have provided the owners or operators a written notice specific enough to identify the barrier and specify the circumstances under which public accommodation access was denied. The owners or operators must have (1) failed to provide the person a written description outlining improvements that will be made to improve the barrier, or (2) failed to remove the barrier or make substantial progress after providing such a description. The Judicial Conference of the United States must develop a model program to promote alternative dispute resolution mechanisms to resolve claims involving architectural barriers to access for public accommodations. Finally, the bill requires DOJ to complete a study of whether certain web content standards or information services for individuals with disabilities provided telephonically provide the same accommodations as would be available on a website.
