Stop Copay Overpay Act This bill prohibits the Department of Defense (DOD) from charging a covered individual (i.e., individuals enrolled under the TRICARE program) a co-payment exceeding a certain rate for an outpatient visit for mental health or behavioral health under the TRICARE program, regardless of whether the visit is furnished by a specialty care provider. Specifically, the co-payment amount may not exceed the amount of a co-payment that would be charged under the TRICARE program for an outpatient visit for primary care services. During the one-year period after this bill is enacted, DOD may not increase the co-payment amount charged to a covered individual for any service (1) furnished by a specialty care provider under the TRICARE program, and (2) that is not mental or behavioral health care.
Patient Accessibility and Access To Community Healthcare Act or the PAATCH Act This bill allows a hospital that was designated as a sole community hospital on or before March 13, 2020, to retain this status for a 10-year period beginning on the date of the bill's enactment. Sole community hospitals are rural hospitals or hospitals that are the sole source of inpatient care in a certain geographic area. Averting Loss of Life and Injury by Expediting SIVs Act of 2021 or the Allies Act of 2021 This bill increases the number of special immigrant visas available to qualified Afghan nationals who worked for the U.S. government or the North Atlantic Treaty Organization (NATO) missions in Afghanistan. The bill also relaxes certain qualifications for such visas. Specifically, this bill makes available an additional 8,000 visas for principal aliens under this special visa program, to be available until all such visas have been issued. (The numerical limitations in this program apply only to the principal alien who applies for the visa, not to any accompanying spouse or child.) Under this bill, an alien may qualify based on a credible basis for concern about the possibility of an ongoing serious threat in Afghanistan due to their work with the U.S. government or a NATO mission, where currently the alien must have experienced such a threat. The bill also eliminates a requirement for each applicant to submit a credible sworn statement describing that threat. Furthermore, for an applicant qualifying for a visa by performing duties for U.S. military personnel stationed with a NATO mission, this bill eliminates a requirement that the duties performed qualify as sensitive and trusted duties. If an alien submits a visa application that included an accompanying spouse or child but the alien passes away before the application is granted, the surviving spouse or child shall remain eligible to receive a visa under that application. Currently, a surviving spouse or child retains eligibility only if the application was approved before the alien passed away.

An IHE that hosts or is affiliated with a site must, in order to remain eligible for federal funds, annually certify that the site does not provide abortion drugs or abortions to students or employees.
Maternal Health Quality Improvement Act of 2021 This bill requires the Department of Health and Human Services (HHS) to undertake activities to improve maternal health, including in rural areas. Specifically, HHS must award grants for (1) developing best practices to reduce preventable maternal mortality, and (2) training health care professionals to reduce and prevent discrimination when providing maternal health services. Additionally, HHS may award grants for integrated maternal and infant health care services. The bill also provides statutory authority for grants that support perinatal quality collaboratives, which are networks of health care and public health professionals who work to improve pregnancy outcomes. Furthermore, the bill requires a study on efforts in health professional schools and training programs to reduce and prevent discrimination in the provision of maternal health services. To address care in rural areas, the bill (1) provides statutory authority for grants that support networks of rural providers to improve and coordinate maternal care, (2) makes maternal care providers eligible for certain telehealth grants, and (3) establishes a demonstration project to improve training on maternal care in rural areas through health professional schools and training programs. The bill also expands the maternal care responsibilities of specified HHS offices and programs.
