This resolution calls on the Biden administration and its officials to maintain the sanctions on the repressive regimes in Venezuela and Iran. The resolution also expresses the sense of the House of Representatives that American energy independence should be achieved again for the sake of U.S. national security and the security of U.S. allies; and President Biden should immediately rescind his Executive Orders that prohibit the approval of new leases on federal lands and waters, and should immediately take actions to reestablish American energy independence.

Keeping Israel Safe from Iranian Proxies Act This bill prohibits the Department of Defense from making federal funds available to specified entities that are backed by Iran.
Protecting Communities from Harmful Algal Blooms Act This bill amends the Robert T. Stafford Disaster Relief and Emergency Assistance Act to include algal blooms in the definition of a major disaster . The bill directs the Centers for Disease Control and Prevention to submit to specified congressional committees a detailed study relating to the health effects of exposure to cyanotoxins in the air that result from algal blooms.
Prohibit Venezuelan Oil Importation Act This bill requires the President to prohibit the importation of petroleum products from Venezuela. Petroleum product means crude oil, residual fuel oil, or any refined petroleum product, including natural gas liquid product. The President may modify or remove the prohibition for some or all petroleum products only if specified conditions are met. Among these conditions, the President must (1) reimplement and maintain sanctions imposed against Venezuela's state-owned oil company, Petroleos de Venezuela, S.A.; (2) renew the authorization of the Keystone XL pipeline to import oil from Canada; and (3) resume oil and gas leasing on federal land. Additionally, the bill authorizes the President to use appropriate authorities to impose civil or criminal penalties as necessary to enforce the prohibition.
This resolution celebrates the 200th anniversary of diplomatic relations between the United States and Colombia. The resolution recognizes the vital strategic alliance between the United States and Colombia, built on a shared commitment to democracy. The resolution also celebrates the contributions made by Colombians and Colombian Americans to the United States.
This resolution expresses that the House of Representatives affirms its support for equipping the Ukrainian Air Force with MiG-29 fighter aircraft and calls upon the President to support, pursue, and facilitate such transfers, including by way of approaches to replacing allied aircraft contributions with appropriate aircraft, in support of Ukrainian self-defense in cooperation with willing allied partners.
This resolution urges the government of Argentina to bring the perpetrators of the March 17, 1992, terrorist attack on the Embassy of Israel in Buenos Aires to justice (in 1999 the Supreme Court of Argentina found that the transnational terrorist organization Hezbollah was responsible for the attack). The resolution commends the Argentinian government for designating Hezbollah as a terrorist organization and urges other U.S. allies and partners in Latin America and the Caribbean to do the same. The resolution urges these allies and partners to condemn and counter regional governments in the hemisphere that aid and abet Iran and Hezbollah. The resolution also commends the Argentinian government for adopting the International Holocaust Remembrance Alliance working definition of antisemitism and encourages other partners and allies to do the same. Finally, the resolution commends the Secretary General of the Organization of American States for appointing a Commissioner to Monitor and Combat Anti-Semitism in the Western Hemisphere.
Prohibiting Oil Trade with Venezuela's Tyrant Act This bill requires the President to prohibit the importation of petroleum products from Venezuela. Petroleum product means crude oil, residual fuel oil, or any refined petroleum product, including natural gas liquid product. Further, the bill authorizes the President to use appropriate authorities to impose civil or criminal penalties as necessary to enforce the prohibition. The prohibition shall terminate after the Department of State certifies that Venezuela has held free and fair elections and all political prisoners have been released.
This resolution condemns the terrorist attack on Congregation Beth Israel in Colleyville, Texas, on January 15, 2022. It also expresses support for the affected community, commends the actions of law enforcement and emergency responders, and reaffirms a commitment to combat hate, bigotry, anti-Semitism, and violence against Jewish Americans.
American Energy Independence from Russia Act This bill addresses U.S. energy security, the production of oil and gas, and the importation and exportation of oil and gas. Specifically, the President must submit an energy security plan that (1) evaluates U.S. crude oil, petroleum products, and natural gas imports and exports; (2) assesses the energy security risks of such imports; and (3) includes strategies to encourage increased domestic production of crude oil, petroleum products, and natural gas to offset Russian imports. The bill also approves the TransCanada Keystone Pipeline in Phillips County, Montana for the import of oil from Canada to the United States. In addition, the bill grants the Federal Energy Regulatory Commission the authority to approve or deny applications for facilities to export natural gas from the United States to foreign countries or import natural gas from foreign countries. The President and federal agencies must obtain congressional approval before (1) prohibiting or substantially delaying certain new energy mineral leases or permits on federal lands, or (2) withdrawing certain federal lands from mineral and geothermal leasing activities. The Department of the Interior must resume issuing oil and gas leases on federal lands and offshore submerged lands in the Outer Continental Shelf as specified under the bill. Finally, the bill limits the drawdown of petroleum in the Strategic Petroleum Reserve until the Department of Energy develops a plan to increase the percentage of federal lands leased for oil and gas production.
