VA Employee Fairness Act of 2025

Maddy summaryThis bill reorganizes collective bargaining rules for Veterans Health Administration (VHA) employees by removing existing subsections (b), (c), and (d) from Section 7422 of Title 38 and redesignating the current subsection (e) as (b). It directly affects VA health care employees by altering the structure of their collective bargaining framework. The bill explicitly states it does not change the Secretary of Veterans Affairs' existing authorities over incentive pay or expedited hiring under Section 706 of Title 38. The change is purely procedural, focusing on the internal organization of bargaining rules without introducing new employee benefits or obligations.

Reducing Waste in National Parks Act

Maddy summaryHR 3604, the *Reducing Waste in National Parks Act*, requires National Park Service (NPS) units to reduce and eliminate the sale of disposable plastic products (including water bottles, bags, and food containers) where feasible, considering operational factors like cost, waste reduction, and concessioner impacts. Park officials must develop visitor education plans, implement refill stations, and weigh 13 specific factors before eliminating sales, such as infrastructure costs, revenue effects, and public health safety. The program must be evaluated every two years to measure visitor satisfaction, waste collection rates, and safety outcomes. This bill directly affects NPS operations, concessioners, and park visitors who use park facilities.

To make projects in certain counties eligible for funding under the rural surface transportation grant program, and for other purposes.

Maddy summaryThis bill changes the rural surface transportation grant program to prioritize funding for roads serving high-value agricultural areas. It defines "covered counties" as those with at least $1 billion in annual agricultural production value and $500,000 per square mile in agricultural output (adjusted for inflation). The key provision reserves 10% of annual program funds specifically for projects on "farm-to-market roads" within these covered counties. This directly affects rural counties meeting the agricultural thresholds and their transportation infrastructure projects, ensuring dedicated funding for roads connecting farms to markets.

Stronger Communities through Better Transit Act

Stronger Communities through Better Transit Act This bill requires the Department of Transportation (DOT) to establish a grant program to support operating projects for public transportation and related service improvements, particularly in underserved communities and areas of persistent poverty. Specifically, the bill requires DOT to allocate funding under the program for urbanized areas, states, and Indian tribes that are recipients of funds under either the Federal Transit Administration's (FTA's) Urbanized Area Formula Funding program or Formula Grants for Rural Areas program. Eligible recipients may use funding for operating costs associated with projects that improve public transportation service for transit-dependent populations and support increased transit ridership (e.g., service expansion, information technology enhancements, and workforce development). DOT must apportion the funding so that recipients receive funds that are proportional to their share of operating costs. The bill also provides for an increased federal cost share for operating assistance for projects or programs carried out in areas of persistent poverty or underserved communities. DOT must set up a multimodal access measurement interface for public agencies to aid transit agencies in determining and reporting on access to jobs and essential services. A grant recipient must (1) report specific information to the FTA for inclusion in the National Transit Database, and (2) survey transit riders and non-riding residents regarding transit service improvements. Further, the bill expands the purposes of the public transportation programs to include supporting public transportation's role in combating climate change through growing/retaining transit ridership.

Expressing the sense of the House of Representatives that President Trump must comply with the Foreign Emoluments Clause, by submitting all plans for his jumbo jet gift from Qatar immediately to Congress.

Maddy summaryHRES 410 is a non-binding House resolution requiring President Trump to comply with the Constitution’s Foreign Emoluments Clause regarding a $400 million Boeing 747-8 jet gift from Qatar’s royal family. It directs the President to immediately submit all plans for the aircraft to Congress and obtain explicit congressional consent before accepting it, as required by the Constitution. The resolution cites historical precedent where all prior presidents sought Congress’s approval for foreign gifts, including items like medals, horses, and the Statue of Liberty. It emphasizes that accepting the jet without consent would violate the Constitution and pose national security risks. The bill focuses solely on procedural compliance, not the merits of the gift itself.

Born in the USA Act of 2025

Maddy summaryHR 3368, the "Born in the USA Act of 2025," prohibits federal funding for Executive Order 14160 (which aimed to restrict birthright citizenship for children born in the U.S.). The bill directly affects federal agencies that might implement the executive order by blocking their use of funds for that purpose. Its key provision is a funding ban targeting the executive order and any similar future policies, without changing citizenship law. The bill does not alter birthright citizenship rights but prevents federal resources from being used to enforce the controversial executive order. It is a procedural measure focused on funding, not a substantive policy change to citizenship rules.

Pink Tax Repeal Act

Maddy summaryThis bill prohibits businesses from charging different prices for substantially similar consumer products or services based on the gender they're marketed to, such as charging more for women's razors or grooming services compared to identical men's versions. It defines "substantially similar" as having no meaningful differences in materials, use, or design (excluding minor color variations), and makes violations enforceable by the Federal Trade Commission (FTC) under existing laws. State attorneys general can also sue businesses for violations to stop the pricing difference or recover damages for affected residents. The law directly affects consumers who face gender-based price discrimination and businesses selling comparable products or services.

Children Don't Belong on Tobacco Farms Act

Maddy summaryThis bill amends the Fair Labor Standards Act to prohibit children under 18 from having direct contact with tobacco plants or dried tobacco leaves on farms. It directly affects minors who might work on tobacco farms and tobacco farm employers who currently allow such employment. The key change adds tobacco farming to the list of occupations where children under 18 cannot work, closing a loophole that previously permitted this activity. This update explicitly excludes tobacco-related agriculture from exceptions allowing minors in certain farm jobs under federal law.

To amend title 38, United States Code, to increase the authorization of appropriations for comprehensive service programs for homeless veterans.

Maddy summaryHR 3013 amends U.S. Code to increase annual funding for programs supporting homeless veterans. It extends the funding authorization period through fiscal year 2024 and sets specific amounts: $350 million for 2025, with future years receiving "such sums as may be necessary." This directly affects homeless veterans by securing sustained federal funding for comprehensive service programs. The bill makes no changes to program requirements, only adjusting the authorized funding levels year by year.

Improving Veterans Access to Congressional Services Act of 2025

Maddy summaryThis bill allows U.S. Representatives and Senators to use space within Department of Veterans Affairs (VA) facilities for meetings with veterans who are their constituents. It requires the VA Secretary to establish clear rules within 90 days, including that meeting spaces must be visible, accessible during business hours, and rented at rates similar to commercial office space in the area. The bill prohibits political campaigning, recording veterans without consent, or using VA spaces during the 60 days before federal elections. It directly affects veterans seeking in-person help from their representatives and the VA facilities managing these access points. The key change is creating a formal, regulated process for congressional access to VA locations, not altering veterans' benefits or policies.
