Trafficking Survivors Relief Act of 2024

Maddy summaryThe Trafficking Survivors Relief Act of 2024 enables victims of human trafficking to seek to vacate certain convictions or expunge arrests related to offenses they committed as a direct result of being trafficked. It establishes a court process where victims can file motions showing their criminal activity was trafficking-related, with courts required to find by preponderance of evidence that the offense was directly tied to trafficking. If granted, the court must expunge all related records, return any fines paid, and treat the individual as if the offense never occurred. The bill also adds a "human trafficking defense" that creates a presumption of duress for trafficking victims in prosecutions. It requires reports on implementation and training for U.S. attorneys on trafficking indicators.

Working Dog Commemorative Coin Act

Maddy summaryThe Working Dog Commemorative Coin Act (HR 807) directs the U.S. Treasury to mint three types of commemorative coins honoring working dogs' service: $5 gold coins, $1 silver coins, and half-dollar coins with specific weight and composition requirements. Each coin will carry a surcharge ($35 for $5 coins, $10 for $1 coins, $5 for half-dollars) that will be paid directly to America's VetDogs to support their programs providing service dogs for veterans, the disabled, and others. The coins will be issued in 2027 with designs reflecting working dogs' roles in military, detection, therapy, and assistance work. The legislation specifies that all surcharge revenue must fund America's VetDogs' operations without creating new government programs. This is a commemorative measure focused on honoring working dogs' contributions through coin sales, with all surcharge funds going to a specific nonprofit organization.

LNG Public Interest Determination Act of 2024

Maddy summaryThis bill requires the Secretary of Energy to determine if proposed natural gas exports to foreign countries are "consistent with the public interest" before approving them. To make this determination, the Secretary must evaluate three specific assessments: (1) climate impacts using full lifecycle emissions data and methane's 20-year warming potential, (2) economic effects on specific consumer groups like low-income households and manufacturers, and (3) environmental justice concerns affecting vulnerable communities. The Secretary must complete this review within one year of receiving the Federal Energy Regulatory Commission's environmental impact statement. The law also mandates public participation opportunities and treats export approvals as "major Federal actions" under environmental law.

Medical Innovation Act of 2024

Maddy summaryThe Medical Innovation Act of 2024 requires pharmaceutical companies that sell "covered blockbuster drugs" (drugs with over $1 billion in annual sales developed partly using federal research) and have entered into settlements exceeding $1 million for violations of laws like the False Claims Act to pay supplemental fees. These fees range from 0.75% to 1.5% of the company’s net income, based on settlement size, and must be paid by October 1 each year. Collected funds are distributed to the FDA and NIH to supplement existing medical research funding, prioritizing urgent needs like developing better treatments for unmet medical conditions, supporting early-career scientists, and addressing diseases disproportionately impacting Medicare/Medicaid patients. The bill mandates annual reports on payments and their use, ensuring funds do not replace but add to existing research budgets.
