Stopping Mandates And Limiting Large Government Overreach by Valuing Truth Act of 2022 or the SMALL GOVT Act of 2022 This bill prohibits discrimination against individuals on the basis of their COVID-19 vaccination status or natural immunity to the virus. It also sets out informed consent requirements for COVID-19 vaccines. Specifically, the bill prohibits the use of federal funds to discriminate against (or induce discrimination against) an individual on the basis of COVID-19 vaccination status or natural immunity to the virus by, for example, restricting access to employment or health care. The bill prohibits the use of federal funds to administer COVID-19 vaccines without a patient's informed consent. The informed consent must comply with applicable requirements for the state in which the vaccine is administered, and patients must confirm their consent in writing.

Prohibition on Imports of Russian Oil Act This bill requires the President to prohibit the importation of petroleum products from Russia. Petroleum product means crude oil, residual fuel oil, or any refined petroleum product, including natural gas liquid product. Further, the bill authorizes the President to (1) modify or remove the prohibition for some or all petroleum products if the President notifies Congress that such modification or removal is appropriate given the situation in Ukraine, and (2) use appropriate authorities to impose civil or criminal penalties as necessary to enforce the prohibition.
Commission on Sustaining Medicare and Social Security Act of 2022 This bill temporarily establishes the Commission on Sustaining Medicare and Social Security within the legislative branch to report on specified information relating to the Medicare program and the Social Security retirement and disability programs. The report must address (1) the impact of using alternative price indexes to determine cost-of-living adjustments; (2) the impact of using alternative formulas to calculate certain Medicare premiums; and (3) recommendations to prevent fraud, increase integrity, increase sustainability, and reduce improper payments in the programs.
This joint resolution nullifies the rule titled Medicare and Medicaid Programs; Omnibus COVID-19 Health Care Staff Vaccination , which was issued by the Centers for Medicare & Medicaid Services on November 5, 2021. The rule requires health care providers, as a condition of Medicare and Medicaid participation, to ensure that staff are fully vaccinated against COVID-19.
Medicare Demonstration of Coverage for Low Vision Devices Act of 2022 This bill requires the Centers for Medicare & Medicaid Services (CMS) to carry out a demonstration project to evaluate the fiscal impact of covering low-vision devices under Medicare in the same manner as Medicare coverage is provided for durable medical equipment. The bill defines low-vision device to mean a physician-prescribed device that magnifies, enhances, or otherwise augments or interprets visual images; the term does not include ordinary eyeglasses or contact lenses. The bill appropriates $2.5 million for FY2022 and each of the next four fiscal years for the CMS to carry out the project.
Cooperation Among Police, Tech, and Users to Resist Exploitation Act or the CAPTURE Act This bill directs the Government Accountability Office to study and report to Congress on cooperation between social media companies and law enforcement to address illegal content and activity online. The report must include legislative recommendations to improve cooperation, as well as recommendations to require social media companies to establish a single point of contact in every state for federal, state, and local law enforcement entities.
Promoting Ties with Taiwan Act This bill requires the Department of State to submit to Congress a strategy to (1) work with allies and partners to support the expansion of Taiwan's relations and engagement with countries around the world, (2) promote the establishment of Taiwan's presence in countries and partners where Taiwan does not have a permanent presence, and (3) strengthen economic relations and supply chain resilience among Taiwan and like-minded partners to counter threats and malign influences from authoritarian regimes. Within one year of submitting the strategy, the State Department must report to Congress on actions taken to carry out the strategy.
Upholding the 1995 Jerusalem Embassy Law Act of 2021 This bill prohibits using federal funds to establish any diplomatic facility in Jerusalem other than the U.S. Embassy to Israel.
This resolution recognizes and thanks service animals and their handlers who serve the United States in times of war and peace and supports the creation of an annual process to nominate animals for the Medal of Bravery and Distinguished Service Medal.
Ban IRS Biometrics Act This bill prohibits the Department of the Treasury from requiring taxpayers to provide biometric information as a condition of filing any tax return, receiving any service, or accessing taxpayer information. The bill defines biometric information as any information regarding any measurable physical characteristic or personal behavioral trait used to recognize the identity, or verify the claimed identity or location, of an individual, including facial images, fingerprints, and iris scans. Treasury must also develop a plan for the safe and secure destruction and disposal of any biometric information collected or used prior to the enactment of this bill.
