Condemning the military coup that took place on February 1, 2021, in Burma and the Burmese military detention of civilian leaders, calling for the release of all those detained and for those elected to serve in Parliament to resume their duties, and for other purposes.

This resolution condemns the military coup that took place in Burma (Myanmar) on February 1, 2021. It also calls on the Burmese military to (1) release all those detained arbitrarily in the coup, (2) restore all forms of communications, and (3) return to power all members of the civilian government.

RECAL Act

Restored, Equitable, Coronavirus Adjusted Lodging Act of 2021 or the RECAL Act This bill prohibits the General Services Administration (GSA), when determining the FY2022 and FY2023 per diem reimbursement rates for locations within the Continental United States (CONUS), from setting lodging allowances below the FY2020 levels. CONUS per diem reimbursement rates are the maximum allowances that federal employees are reimbursed for official travel expenses. The rates consist of lodging, meals, and incidental expense allowances; the GSA sets rates annually based on data from the prior 12-month period.

Debra Nixon Special Needs Trust Inclusion Act

Debra Nixon Special Needs Trust Inclusion Act This bill addresses the administration of the Survivor Benefit Plan (SBP) in relation to Special Needs Trusts. Specifically, the bill authorizes retirees who previously elected not to participate in the SBP due to not having a spouse or dependent child to later enroll if they establish a Special Needs Trust. Such retirees must elect to enroll within one year after the date on which the trust is established. The bill also authorizes those who have established a Special Needs Trust for certain dependent children to elect to have such trust or child as the beneficiary under the SBP. During the open enrollment period, an individual is authorized to elect to change the beneficiary of an annuity under the SBP to provide coverage for a trust established for a special needs child, a spouse and a trust established for a special needs child, or a former spouse and a trust established for a special needs child.

Unauthorized Spending Accountability Act of 2021

Unauthorized Spending Accountability Act of 2021 This bill establishes a three-year budgetary level reduction schedule for unauthorized programs funded through the annual appropriations process. Under the bill, a budgetary level is an allocation provided to the congressional appropriations committees under Section 302(a) of the Congressional Budget Act of 1974 by a congressional budget resolution or a deeming resolution. The schedule applies to programs included in the Congressional Budget Office's annual report listing programs that are funded through the appropriations process and have an authorization of appropriations that has either expired or will expire during the year. For the first year after a program's authorization has expired, the bill requires the budgetary level to be reduced by 10% of the funds appropriated for the program in the expiring fiscal year. The bill then requires reductions of 15% in the second and third years before terminating the program at the end of the third unauthorized year. Programs that are reauthorized during the three-year period are exempt from the budgetary level reductions if the reauthorization contains a sunset provision limiting the authorization of appropriations period to no more than three years. The bill establishes the Spending and Accountability Commission to review all mandatory spending programs and submit to Congress a legislative proposal to establish an authorization cycle for discretionary spending programs. The commission may recommend legislation to replace the budgetary level reductions required by this bill with reductions in mandatory spending. The commission's reauthorization schedule must limit reauthorizations to three years, include the budgetary level reductions established by this bill, and establish a mechanism for replacing the budgetary level reductions with reductions to mandatory spending programs. The House of Representatives must consider the commission's proposal using specified expedited legislative procedures.
