FIGHT Act of 2025

Maddy summaryHR 3946, the FIGHT Act of 2025, amends the Animal Welfare Act to specifically prohibit gambling on animal fighting events and restrict the interstate transport of roosters used in such ventures. It defines "rooster" as male chickens over six months old and makes it unlawful to sponsor, exhibit, attend (for those under 16), or gamble on animal fighting events - whether in-person or broadcast. The bill creates a civil enforcement mechanism allowing any person to file a lawsuit to stop violations after providing 60 days' notice to authorities, with potential fines up to $5,000 per violation. It also establishes seizure of property used to facilitate violations and clarifies that state laws on animal fighting remain in effect unless directly conflicting with federal provisions.

To direct the Secretary of Housing and Urban Development and the Director of the Bureau of the Census to conduct a study and submit a report about how Federal agencies identify and record cases of housing loss in the United States, and for other purposes.

Maddy summaryHR 3988 requires the Department of Housing and Urban Development (HUD) and the Census Bureau to jointly study how federal agencies track and record "housing loss" in the U.S. Housing loss is defined as involuntary displacement, including evictions, foreclosures, or displacement from natural disasters. The study must identify common types of housing loss, review existing federal data sources, assess data quality, and recommend improvements for better tracking. HUD and the Census Bureau must submit a report to Congress within six months detailing these findings and recommendations. This bill does not change current laws but mandates a federal review to improve how housing loss is measured.

Improving Access to Medicare Coverage Act of 2025

Improving Access to Medicare Coverage Act of 2025 This bill deems an individual receiving outpatient observation services in a hospital as an inpatient for purposes of satisfying the three-day inpatient hospital-stay requirement with respect to Medicare coverage of skilled nursing facility (SNF) services. (Generally, individuals must have been an inpatient at a hospital for at least three days in order to qualify for SNF services. An individual's time spent under observation at a hospital for purposes of determining whether the individual should be admitted does not count towards this requirement.)

PHARA Act of 2025

Maddy summaryThe PHARA Act of 2025 requires the National Institutes of Health (NIH) to immediately release all required funding for existing research grants and rapidly pay pending reimbursements. It prohibits NIH from terminating active research grants (entered after the bill's enactment) solely due to shifting agency priorities or program goals, and mandates new termination clauses requiring 90 days' written notice and attempts to amend terms before ending agreements. This directly affects researchers and institutions receiving NIH grants, ensuring funding continuity for ongoing projects. The bill aims to prevent abrupt halts in scientific research by restructuring grant termination processes.

Domestic Workers Bill of Rights Act

Maddy summaryThe Domestic Workers Bill of Rights Act (HR 3971) would establish key labor protections for domestic workers, including nannies, housekeepers, and caregivers who work in private homes. The bill requires written agreements for workers employed 8+ hours per week, provides earned sick days (1 hour for every 30 hours worked), mandates fair scheduling practices with 72-hour notice for schedule changes, and extends overtime protections to live-in domestic employees. It also prohibits unfair wage deductions, guarantees meal and rest breaks, and ensures privacy protections including no monitoring in private living spaces. The bill directly affects approximately 2.2 million domestic workers across the U.S., who are disproportionately women of color and immigrants. Enforcement would be handled by the Department of Labor through new complaint resolution mechanisms and oversight.

Kids on the Go Act of 2025

Maddy summaryHR 3931, the Kids on the Go Act of 2025, requires states to appoint a "Safe routes to school coordinator" for transportation projects. If a state hires such a coordinator, the federal government will cover 95% of eligible project costs under the relevant transportation program (previously a lower percentage). This bill directly affects state transportation agencies and school districts receiving federal funds for safe routes to school initiatives. The key change is the increased federal funding rate tied to the coordinator position, aiming to improve student safety during school commutes. The bill does not mandate hiring but offers a significant funding incentive for states that choose to implement this role.

My Body, My Data Act of 2025

Maddy summaryThis bill, HR 3916 (My Body, My Data Act of 2025), requires businesses and other "regulated entities" to minimize collection and sharing of personal reproductive or sexual health data - such as pregnancy status, contraceptive use, or abortion-related information - and gives individuals specific rights. It mandates that entities provide individuals with easy access to their data, the ability to correct inaccuracies, and the right to request deletion of such information within 15 days. The law also requires clear privacy policies detailing data practices and prohibits retaliation against individuals who exercise these rights, such as charging higher prices or denying services. It applies broadly to most businesses (excluding HIPAA-covered healthcare providers) and is enforced by the FTC with private lawsuits allowed for violations.

Medical Research for Our Troops Act

Maddy summaryHR 3906, the Medical Research for Our Troops Act, restores funding levels for military medical research by increasing the Defense Health Agency's research budget from $40.395 billion to $41.576 billion in the 2025 appropriations act. It ensures Congressionally Directed Medical Research Programs funds are used consistently with the Consolidated Appropriations Act, 2024, requiring the Defense Secretary to support all previously identified research programs and maintain existing funding allocations. The bill directly affects military medical research initiatives and the Defense Health Agency's budget implementation. This is a procedural funding adjustment, not a new policy, maintaining continuity for ongoing research projects.

Bipartisan Background Checks Act of 2025

Maddy summaryThis bill requires private firearm transfers between individuals to go through a licensed dealer who must conduct a background check. It applies to most private sales but includes exceptions for transfers between family members (like parents and children), law enforcement, emergencies preventing harm, and temporary loans at shooting ranges or for hunting. Dealers must provide background check notices in both English and Spanish. The law aims to prevent prohibited individuals from obtaining firearms through private transactions while maintaining existing state authority on firearm laws.

Telemental Health Care Access Act of 2025

Maddy summaryHR 3884, the Telemental Health Care Access Act of 2025, expands Medicare coverage for mental and behavioral health services provided via telehealth. It removes geographic restrictions that previously limited telehealth mental health coverage to rural areas, allowing beneficiaries nationwide to access these services through telehealth. The bill amends the Social Security Act to explicitly include "mental and behavioral health services furnished through telehealth" under Medicare coverage rules. This change directly affects Medicare beneficiaries seeking remote mental health care, making it easier to receive these services regardless of location. The policy change applies to all Medicare Part B beneficiaries using telehealth for qualifying mental or behavioral health services.
