Reaffirming the commitment of the United States to cooperate and partner with the Government of Honduras to counter narcotics and condemning the pardon of Juan Orlando Hernández.

Maddy summaryHRES 929 is a House resolution condemning the U.S. President's pardon of former Honduran President Juan Orlando Hernández, who was convicted in a U.S. court for leading a decades-long drug trafficking conspiracy. The resolution reaffirms U.S. commitment to partner with Honduras on counter-narcotics efforts and democratic cooperation, regardless of the outcome of Honduras' November 30, 2025, election. It states the pardon undermines U.S. credibility in anti-corruption and counter-narcotics work, emboldens criminal networks, and signals that political influence can override the rule of law. The resolution urges continued U.S. support for security, economic development, and anti-corruption measures in Honduras.

National Strategy for Combating Scams Act of 2025

Maddy summaryHR 6425 requires the FBI to create a working group within 90 days, including 18 federal agencies like the FTC and CFPB, to develop a National Strategy for Combating Scams. The strategy must establish a common scam definition, coordinate data collection across agencies, improve public complaint reporting (including for people with disabilities), and enhance private-sector collaboration to prevent scams. It mandates the strategy be submitted to Congress and published publicly within one year, with updates every five years. This bill directly affects federal agencies' coordination efforts but does not create new laws or directly impact citizens beyond improving how the government addresses scams.

Right to Read Act of 2025

Right to Read Act of 2025 This bill expands access to school libraries and literacy skills support for elementary and secondary school students. It also outlines certain constitutional rights and liability protections related to school libraries. Specifically, the bill reauthorizes through FY2030 (1) the Comprehensive Literacy State Development Program, which provides grants to ensure high-quality instruction and effective strategies in reading and writing for children through 12th grade; and (2) the Innovative Approaches to Literacy Program, which provides grants to support the development of literacy skills in low-income communities. Additionally, the bill allows Supporting Effective Instruction State Grants to be used to assist local educational agencies (LEAs) and schools in recruiting, hiring, and retaining state-certified school librarians. Further, the bill authorizes states and LEAs to use Student Support and Academic Enrichment grants for programs and activities that promote the development of digital literacy and information literacy skills. The Department of Education (ED) must direct the National Center for Education Statistics to biennially collect data on school libraries. ED must require an assurance from each state and LEA receiving certain funds confirming that it will (1) protect the First Amendment rights of students in school libraries, and (2) provide equal protection in the conduct of school libraries in compliance with the requirements of the Fourteenth Amendment and nondiscrimination laws. The bill also provides liability protection to teachers, school librarians, school leaders, paraprofessionals, and other staff for actions that conform with state or local policies regarding the right to read.

National Museum of the Blind People’s Movement Act

Maddy summaryThis bill designates the Museum of the Blind People’s Movement (currently located at the National Federation of the Blind Jernigan Institute in Baltimore, Maryland) as the National Museum of the Blind People’s Movement. It formally recognizes the museum, operated by blind individuals, as the first national institution dedicated to preserving and showcasing the history of blind people’s contributions and struggles in the U.S. The museum already collects artifacts, documents, and literature documenting the blind community’s collective achievements and civil rights efforts since the 1940s. The bill’s key provision is this official congressional designation, elevating the existing museum as a national platform for education and awareness about blind people’s movement.

Housing to Homes Act of 2025

Maddy summaryThe Housing to Homes Act of 2025 amends the McKinney-Vento Homeless Assistance Act to allow federal funding through the Continuum of Care Program to cover furniture banks providing household furnishings (including delivery and assembly) to homeless individuals and families transitioning to permanent housing. It defines "furniture poverty" as the inability to access essential household furniture, requiring annual HUD reports on its prevalence and impact. The bill mandates a report on furniture bank payments within three years and specifies that all provided furnishings become the sole property of recipients. This legislation directly affects homeless individuals, families, and qualifying furniture banks, but expires automatically five years after enactment.

Health Insurance Premium Fairness Act of 2025

Maddy summaryThis bill changes how the government calculates health insurance tax credits under the Affordable Care Act. It allows households with Medicare coverage to subtract Medicare premiums paid by family members (including Parts A, B, C, D, and supplemental policies) from the tax credit amount they receive. This affects people who qualify for premium tax credits and have household members enrolled in Medicare. The adjustment reduces the credit amount but cannot make it negative, and applies to coverage months starting after December 2025.

Social Security Survivor Benefits Equity Act

Maddy summaryThis bill updates the Social Security lump sum death payment to keep pace with inflation. It increases the base payment from $2,900 to an amount adjusted annually based on the Consumer Price Index (CPI), starting in 2025. The change ensures survivors receive payments that maintain their real value over time rather than remaining fixed at $2,900. The new formula applies to deaths occurring on or after January 1, 2025, directly affecting beneficiaries' survivors who qualify for this lump sum payment.

HELP Copays Act

Maddy summaryHR 6423, the HELP Copays Act, requires health insurance plans and coverage to count financial assistance from non-profits or drug manufacturers toward patient cost-sharing limits like deductibles and copayments. This directly affects patients enrolled in health insurance who receive such assistance for prescription drugs, ensuring the help they get reduces their out-of-pocket costs faster. The bill amends key health laws to mandate that these payments are included when calculating whether a patient has met their deductible or copayment threshold. The change applies to all prescription drugs, including specialty drugs and those subject to prior authorization, but does not alter how insurers manage drug access through tools like step therapy. It takes effect for plan years starting in 2026.
