Financing Lead Out of Water Act of 2022

Financing Lead Out of Water Act of 2022 This bill allows the issuance of tax-exempt private activity bonds to finance the replacement of any privately-owned portion of a lead service line in a public water system. Specifically, the bill provides that the use of proceeds from such bonds for replacement of a lead service line does not constitute private business use.

District of Columbia Code Returning Citizens Coordination Act

District of Columbia Code Returning Citizens Coordination Act This bill requires the Bureau of Prisons (BOP) to provide specified information (e.g., the scheduled release date) to the Mayor of the District of Columbia for each person under the jurisdiction of the BOP pursuant to the National Capital Revitalization and Self-Government Improvement Act of 1997. The BOP must also provide, upon the request of the Mayor, such information to the Court Services and Offender Supervision Agency for the District. The Mayor of the District of Columbia may not disclose the provided information outside of the District government, except to counsel for the detained individuals, and to organizations that provide legal representation to individuals in criminal or post-conviction matters, or in matters related to re-entry.

Territorial Representation in the Senate Act

Territorial Representation in the Senate Act This bill allows each U.S. territory (American Samoa, the Northern Mariana Islands, Guam, Puerto Rico, and the Virgin Islands) with local legislative approval to be represented in Congress by a nonvoting delegate to the Senate who shall be elected by the people qualified to vote for officials of the territory. Further, the bill establishes qualifications for the office of delegate, authorizes the government of the territory to determine the election procedure, and provides that each delegate shall receive the same compensation, privileges, and immunities as any other member of the Senate.

Federal Employee Short-Term Disability Insurance Act of 2022 This bill requires the Office of Personnel Management to establish and administer a short-term disability insurance program for federal employees who suffer a non-work related injury or disability, take leave to care for a family member, or take leave to adopt a child or become a foster parent.

Small Business Energy Loan Enhancement Act

Small Business Energy Loan Enhancement Act This bill increases from $5.5 million to $10 million the maximum amount of certain Small Business Administration loans for plant acquisition, construction, conversion, and expansion. Projects eligible for these increased loan amounts must (1) reduce the borrower's energy consumption by at least 10%; or (2) generate renewable energy or renewable fuels, such as biodiesel or ethanol production.

Job Protection Act

Job Protection Act This bill reduces from 12 months to 90 days the employment period required for employees (including federal employees) to become eligible for family and medical leave. Choice in Affordable Housing Act of 2022

Choice in Affordable Housing Act of 2022 This bill establishes programs and grants to incentivize landlord participation in the Housing Choice Voucher program (i.e., Section 8 tenant-based housing assistance). The bill authorizes the Department of Housing and Urban Development (HUD) to provide one-time incentive payments to landlords, security deposit payments, bonuses to public housing agencies that employ landlord liaisons, and amounts for other recruitment purposes. Additionally, the bill allows dwelling units to meet Housing Choice Voucher program inspection requirements by satisfactory inspection through participation in other housing programs. Landlords not yet participating in a low-income housing assistance program may request inspection by a public housing agency to determine whether the dwelling meets requirements prior to selection by a tenant. Finally, HUD must expand the use of an alternative method of calculating fair market rent for purposes of the Housing Choice Voucher program.
