Revitalizing Downtowns and Main Streets Act

Maddy summaryHR 2410 creates a 20% federal tax credit for developers converting older non-residential buildings (at least 20 years old) into affordable housing. The credit applies to qualified conversion costs, requiring that 20% of units be rent-restricted for residents earning 80% or less of the area median income for 30 years. It establishes a $12 billion national credit limit, with $3 billion reserved for conversions in economically distressed areas, and mandates state-level allocation plans prioritizing projects near transit and employment. The bill directly affects developers seeking tax incentives for downtown revitalization, not tenants or local governments.

America's Red Rock Wilderness Act

Maddy summaryHR 2467, America's Red Rock Wilderness Act, would designate approximately 1.3 million acres of public land across Utah as wilderness areas, protecting them from development and managing them for conservation. The bill specifically designates 77 wilderness areas in the Great Basin and Colorado Plateau regions, including lands within existing national monuments like Grand Staircase-Escalante and Bears Ears. It includes provisions for water rights protection, allows continued livestock grazing under certain conditions, and withdraws the designated lands from mining and mineral leasing. The bill also ensures Tribal rights are protected and requires the Secretary of the Interior to administer these areas according to wilderness management standards.

UNRWA Funding Emergency Restoration Act of 2025

Maddy summaryThis bill, HR 2411, directs the U.S. government to immediately resume funding for the United Nations Relief and Works Agency for Palestine Refugees (UNRWA) by repealing two prior funding restrictions. It requires the State Department to restart payments to UNRWA under existing authorities and mandates the President to rescind a 2025 executive order ending UNRWA support. The bill affects Palestinian refugees in Gaza, Jordan, Lebanon, Syria, and the West Bank who rely on UNRWA for humanitarian aid, as well as U.S. funding mechanisms. It also requires quarterly reports through 2028 on UNRWA’s progress implementing accountability reforms from an independent review led by Catherine Colonna.

Sgt. Isaac Woodard, Jr. and Sgt. Joseph H. Maddox GI Bill Restoration Act of 2025

Maddy summaryThis bill provides housing loans and education assistance to Black World War II veterans who were denied GI Bill benefits due to racial discrimination, or to their surviving spouses, children, or direct descendants. To qualify, applicants must certify they were denied benefits on racial grounds under the original 1944 GI Bill and apply within five years of the law's enactment. The Department of Veterans Affairs must implement these provisions within 90 days and report to Congress on participation and program costs. It specifically addresses documented historical discrimination where Black veterans were steered toward vocational training instead of college, with only 6% earning degrees compared to 19% of White veterans.

Raise the Age Act of 2025

Maddy summaryThis bill would require federal firearms licensees to prohibit sales of specific high-capacity rifles and shotguns to people under 21. It targets semiautomatic centerfire rifles and shotguns capable of holding more than 5 rounds in their magazines, raising the age limit from 18 to 21 for these weapons. Exceptions apply for active military members and certain government employees authorized to carry firearms. The law directly affects gun retailers and individuals under 21 seeking to purchase these specific firearms. It modifies existing federal gun sale rules without changing age requirements for other firearms.

Protecting Students with Disabilities Act

Protecting Students with Disabilities Act This bill prohibits the use of appropriated funds to eliminate the Department of Education's (ED's) oversight of the Individuals with Disabilities Education Act (IDEA). (The IDEA authorizes grant programs that support special education and early intervention services for children with disabilities. Currently, the IDEA is administered by the Office of Special Education Programs in the Office of Special Education and Rehabilitative Services in ED.) Specifically, the bill prohibits the use of appropriated funds to eliminate, consolidate, or otherwise restructure any office within ED that administers or enforces programs under the IDEA. Further, appropriated funds may not be used to (1) terminate, reassign, or alter the responsibilities of any personnel of any such office; or (2) contract with, or delegate to, any entity outside of ED to administer or enforce IDEA programs. (On March 20, 2025, President Donald Trump signed an executive order titled Improving Education Outcomes by Empowering Parents, States, and Communities , calling for the closure of ED and giving authority over education to the states. Further, the Trump Administration has announced plans to transfer ED's oversight of services for students with disabilities to the Department of Health and Human Services.)

Children’s Health Protection Act of 2025

Maddy summaryThe Children’s Health Protection Act of 2025 establishes a new Office of Children’s Health Protection within the Environmental Protection Agency (EPA), led by a Director appointed by the EPA Administrator. The Office will identify environmental health risks disproportionately affecting children, coordinate federal programs to address these risks, and develop resources for schools to implement environmental health programs. It will also work with a permanent advisory committee to advise on safe chemicals management, evaluate environmental contaminants linked to childhood disease, and support healthcare providers through pediatric environmental health specialty units. The bill authorizes $7.8 million annually for the Office and $13.2 million total for the program through 2030.

Copay Fairness for Veterans Act

Maddy summaryThe Copay Fairness for Veterans Act (HR 1644) eliminates out-of-pocket costs for veterans receiving preventive health services through the Department of Veterans Affairs (VA). It removes copayments for medications and hospital care related to preventive services, including evidence-based items rated A/B by the U.S. Preventive Services Task Force, CDC-recommended immunizations, and women's preventive care like contraceptives and screenings under specific guidelines. The bill directly affects veterans using VA healthcare for these preventive services, ensuring they pay nothing for covered care. It amends existing VA law to define "preventive health services" broadly and removes financial barriers for these specific health interventions.

Paycheck Fairness Act

Maddy summaryThe Paycheck Fairness Act strengthens equal pay protections by expanding the definition of "sex" to include pregnancy, childbirth, sexual orientation, gender identity, and sex characteristics. It modifies employer defenses for pay disparities to require proof that any pay difference is job-related, not based on sex, and accounts for the entire pay gap. The bill prohibits employers from asking about salary history, enhances penalties for violations, and requires employers with 100+ employees to collect and report detailed pay data by race, sex, and job category. It also establishes training programs for employers on eliminating pay bias and creates a National Equal Pay Enforcement Task Force to coordinate enforcement efforts. This legislation directly affects employers, particularly those with 100+ employees, and aims to address pay disparities impacting women, people of color, and other underrepresented groups.

Establishing the ratification of the Equal Rights Amendment.

Maddy summaryH.J. Res. 80 would declare the Equal Rights Amendment (ERA) part of the U.S. Constitution, asserting it has been ratified by 38 states (three-fourths of the states) despite the original 1972 deadline. If passed, this resolution would formally establish the ERA as a constitutional amendment, requiring all federal and state laws to align with its gender equality protections. The bill does not create new laws but confirms the ERA's status as part of the Constitution, affecting how laws are interpreted and enforced. It is a procedural step to resolve the legal dispute over the ERA's validity after decades of debate.
