America's Call To Improve Opportunities Now for National Service Act or the ACTION for National Service Act This bill (1) converts the Corporation for National and Community Service into the AmeriCorps Administration and revises its membership, leadership, and authority; (2) reauthorizes programs carried out by the administration; (3) establishes a National Service Foundation to accept and administer gifts on behalf of the administration; (4) modifies the calculation of national service educational awards; and (5) otherwise modifies provisions related to national and volunteer service programs. Additionally, the bill creates an interagency Civilian Climate Corps, operated by the administration, to conduct service projects addressing climate change.

Negating Neighborhood Noise Act This bill permits the use of funds from the Highway Trust Fund to construct certain Type II noise barriers along federal-aid highways. The bill also makes the planning, design, preservation, or construction of such noise barriers eligible for surface transportation block grant program funding. The Department of Transportation must ensure such noise barriers may be used as multipurpose noise barriers. Multipurpose noise barrier is defined as any noise barrier that provides a secondary beneficial use, including a barrier that hosts or accommodates renewable energy generation facilities, electrical transmission and distribution infrastructure, or broadband infrastructure and conduits. A project sponsor constructing or preserving such noise barriers must consider the aesthetics of the proposed noise barrier, consistent with the latest version of the Noise Barrier Design Handbook published by the Federal Highway Administration.
Indigenous Peoples Exchange and Economic Cooperation Act This bill requires certain agencies to facilitate contacts and cooperation between federally recognized tribes and Indigenous peoples of other countries in the Western Hemisphere. Specifically, the bill directs the Department of Commerce, in coordination with the Department of the Interior, to submit a strategy to Congress. The strategy must promote and facilitate (1) cross-investments and export opportunities between tribes and Indigenous peoples in tribal businesses and commercial enterprises that involve Indigenous peoples, and (2) the development of supply chains for U.S. entities that include certified products produced by tribes and Indigenous peoples. Additionally, the Inter-American Foundation, the Department of State, the U.S. Agency for International Development, and the Millennium Challenge Corporation must (1) consult with representatives of civil society organizations, especially organizations comprised of or representing the interests of Indigenous peoples; and (2) provide assistance to Western Hemisphere countries that promotes and facilitates entrepreneurship among Indigenous peoples.
Congressional Tribute to Constance Baker Motley Act of 2022 This bill provides for the award of a Congressional Gold Medal posthumously to Constance Baker Motley in recognition of her contributions and service to the United States in advancing civil rights as an attorney, elected official, and judge.
Supplying Ukraine with Provisions to Protect against Ongoing Russian Threats Act or the SUPPORT Act This bill states that it is U.S. policy to take necessary and appropriate steps to support Ukraine's efforts to reassert control of its territory and defend its sovereignty in the event of a Russian invasion of Ukraine, including by providing lethal and nonlethal assistance and sharing intelligence. The bill also requires the Department of Defense to report to Congress a plan for providing such support to a Ukrainian insurgency. The National Intelligence Council must produce an intelligence community assessment relating to Russia's gray zone activities and assets. (Under this bill, a gray zone activity is an activity to advance a foreign state's interests that (1) falls between ordinary statecraft and open warfare, (2) is designed to maximize the advancement of such interests without provoking a U.S. kinetic military response, and (3) falls on a spectrum ranging from covert adversary operations to open adversary operations.
Portable Benefits for Independent Workers Pilot Program Act This bill requires the Department of Labor to award grants for FY2022, on a competitive basis, to states, local governments, or nonprofit organizations to support broad innovation and experimentation with respect to portable benefits. Portable benefits are work-related benefits that are provided to workers who are not traditional full-time employees in a manner that allows the worker to maintain the benefits upon changing jobs. The grants must be used for (1) the evaluation, or improvement to the design or implementation, of existing models or approaches for providing portable benefits; or (2) the design, implementation, and evaluation of new models or approaches for providing such benefits. The grants may not be used for a model or approach that provides only retirement-related benefits. The Government Accountability Office must evaluate and report to Congress on the outcome of the grants awarded pursuant to this bill.
Wild Horse and Burro Protection Act of 2022 This bill prohibits the Bureau of Land Management (BLM) from using or contracting for the use of helicopters or fixed-wing aircraft for gathering horses and burros under the Wild Free-roaming Horses and Burros Act. Further, BLM may not make contracts to use helicopters for transporting captured animals under such act.
Office of Technology Assessment Improvement and Enhancement Act This bill renames and revises the functions and duties of the Office of Technology Assessment which, composed of a Technology Assessment Board and a director, provides Congress with assessments of probable technology application impacts. Specifically, the bill renames the office the Congressional Office of Technology, and it requires the office to undertake additional duties, such as providing to Members of Congress (1) certain information without the need for board review, (2) certain technical assistance on legislation related to science and technology without the need for board review, and (3) objective policy options on how Members may achieve goals with respect to science and technology policy. The bill authorizes individual Members of Congress to submit to the board a request that the office undertake an assessment activity. Additionally, the bill requires the Congressional Research Service and the Government Accountability Office to coordinate technology assessment activities with the office to avoid duplication or overlapping of research activities. The bill also (1) allows the office to temporarily appoint specified technical and professional personnel to work for the office, (2) requires the office to make the findings of completed analyses publicly available, (3) revises the appointment of board members, (4) requires the board to hold an annual meeting at which Members of Congress may appear and present information regarding technology assessment activities, and (5) requires the board to report annually on the activities of the office.
Stopping Corrupt Actors from Making Political Action Committees Act or the SCAM PAC Act This bill generally prohibits a political committee from disbursing funds to an entity that is owned or controlled by an individual, or the immediate family member of an individual, who has authority to carry out specified activities for the committee (e.g., soliciting funds) or is employed by the committee to provide it with professional services. This prohibition does not apply to (1) a political committee that certifies that a majority of the funds disbursed by the committee were for expenses other than administrative costs, fundraising costs, and employee salaries; or (2) an authorized committee of a candidate, a committee of a political party, or a separate segregated fund of a corporation or labor organization. Further, the bill prohibits a political committee from employing these individuals or allowing them to volunteer on its behalf if the related entity accepted funds from a political committee.
