Access to Birth Control Act This bill requires pharmacies to comply with certain rules related to ensuring access to contraceptives. Specifically, pharmacies must provide without delay a customer with any contraceptive or related medication that is in stock. If the contraceptive is not in stock, the pharmacy must immediately inform the customer and either order the contraceptive or refer the customer to a pharmacy that has it in stock. Laws in some states provide pharmacists with the right to refuse to dispense contraceptive-related drugs on religious or conscience grounds. Pharmacies may refuse to provide a contraceptive to a customer (1) if the customer lacks a valid prescription for a prescription contraceptive or is unable to pay for the contraceptive, or (2) based on a pharmacy employee's professional clinical judgment. The bill also establishes a private cause of action and civil monetary penalties for violations of the bill.

Original Slavery Remembrance Day Resolution This joint resolution designates a Slavery Remembrance Day annually and condemns slavery and its progenies.

This resolution (1) censures Representative Paul Gosar for posting a certain video on his social media accounts that depicts violence against Representative Alexandria Ocasio-Cortez and President Joseph R. Biden , and (2) removes him from the Committee on Natural Resources and the Committee on Oversight and Reform.

National Wildland Fire Risk Reduction Program Act This bill directs the President to establish a National Wildland Fire Risk Reduction Program to achieve major measurable reductions in the losses of life and property from wildland fires. This program shall coordinate federal efforts to improve the assessment of fire environments and the understanding and prediction of wildland fires, associated smoke, and their impacts; develop and encourage the adoption of science-based and cost-effective measures to prevent and mitigate wildland fire and associated smoke impacts; and improve the understanding and mitigation of the impacts of climate change and variability on wildland fire risk, frequency, and severity and inform the other goals described here. Not later than 90 days after enactment of this bill, the Office of Science and Technology Policy shall establish an Interagency Coordinating Committee on Wildland Fire Risk Reduction to oversee the planning, management, and coordination of the program. The committee shall submit a strategic plan for the program to Congress. The Government Accountability Office shall submit a report to Congress on the progress and performance of the program. Further, the bill sets forth the responsibilities of the National Institute of Standards and Technology, National Science Foundation, National Oceanic and Atmospheric Administration, Federal Emergency Management Agency, National Aeronautics and Space Administration, Environmental Protection Agency, and Department of Energy with respect to the program.

Credit Union Governance Modernization Act of 2021 This bill revises the procedure for expelling members from a federal credit union. Specifically, a member may be expelled for cause pursuant to a policy adopted by a majority vote of a quorum of the directors of a credit union. Currently, a member may be expelled by a two-thirds vote of the credit union membership present at a special meeting. The member may request a hearing from the board of directors. After the hearing, the board shall hold a vote on expelling the member. The expelled member may request reinstatement through a two-thirds vote of the members present at a meeting. Member conduct that may be cause for expulsion includes a material loss to the credit union, a violation of the credit union membership agreement, a substantial disruption to the operations of a credit union, fraud or attempted fraud, and other illegal or inappropriate behavior.

This resolution supports the designation of National Microtia and Atresia Awareness Day. Microtia is a congenital condition affecting the outer ear; it is often accompanied by aural atresia (the absence or closure of the external ear canal resulting in hearing loss).

Greyhound Protection Act of 2021 This bill modifies the federal criminal statute commonly known as the Wire Act. Currently, the Wire Act contains four prohibitions on the use of a wire transmission facility (e.g., the telephone or internet) for certain gambling activities. All four prohibitions apply to sports gambling. However, there have been conflicting interpretations of the applicability of the prohibitions to nonsports gambling (e.g., state lotteries). This bill amends the Wire Act to expressly state that the statute does not authorize the use of wire communications to gamble on commercial greyhound racing or permit the transport of animals for commercial dog racing or related activities.

Protecting Our Communities Act This expands the types of parts, weapons, and devices that are subject to regulation under federal firearms laws. The bill also establishes a notification requirement following a firearms-related background check that results in a denial. Specifically, the bill includes as a firearm any combination of parts designed or intended to be used to convert a device into a firearm and from which a firearm may be readily assembled; adds armor-piercing, concealable weapons to the list of firearms subject to regulation under federal firearms laws; and provides statutory authority for the regulation issued by the Bureau of Alcohol, Tobacco, Firearms and Explosives to classify bump-stock devices as machine guns for the purposes of federal firearms laws. Additionally, the bill requires the Department of Justice to notify state and local law enforcement authorities following a firearms-related background check that results in a denial.

Common Sense Cannabis Reform for Veterans, Small Businesses, and Medical Professionals Act This bill removes federal restrictions on, and creates new protections for, marijuana-related conduct and activities that are authorized by state or tribal law. Among other things, the bill does the following: removes marijuana from the list of scheduled substances under the Controlled Substances Act and eliminates criminal penalties for an individual who manufactures, distributes, or possesses marijuana; directs the Food and Drug Administration and the Alcohol and Tobacco Tax and Trade Bureau of the Department of the Treasury to issue rules to regulate marijuana that are similar to the federal rules regulating alcohol; creates protections for depository institutions that provide financial services to marijuana-related businesses; creates protections for veterans who use, possess, or transport medical marijuana; and requires the National Institutes of Health to study and report on the effects of medical marijuana on individuals who are impaired or in pain and the relationship between state-approved treatment programs involving medical marijuana, access to such programs, and a reduction in opioid abuse.

Untraceable Firearms Act of 2021 This bill establishes a federal statutory framework to regulate the manufacture, sale, offer to sell, transfer, purchase, and receipt of ghost guns (i.e., guns without serial numbers). Additionally, the bill revises the federal statutory framework regulating the manufacture, possession, sale, import, shipment, delivery, receipt, and transfer of undetectable firearms. Among the revisions, the bill defines undetectable firearm as a firearm without a major component wholly made of detectable material.
