End Transfers of Detained Immigrants Act

End Transfers of Detained Immigrants Act This bill imposes requirements related to individuals in U.S. Immigration and Customs Enforcement (ICE) custody during the COVID-19 public health emergency declared by the Department of Health and Human Services. ICE may not transfer an individual between ICE facilities until the COVID-19 transmission rate in the United States meets or drops below a certain threshold. In addition, ICE may not apprehend or transfer an individual between an ICE detention facility and a facility operated by an outside entity, such as a state or local prison, unless the individual is tested for COVID-19 and placed in quarantine (1) for 14 consecutive days, or (2) until the test comes back negative. These two requirements shall not prohibit the transfer of (1) an individual solely to process that individual's release from custody, or (2) a minor from ICE custody to the custody of the Office of Refugee Resettlement. If ICE cannot ensure compliance with Centers for Disease Control and Prevention guidelines for mitigating the spread of COVID-19 (including maintaining social distancing requirements at all times) in any ICE facility, ICE shall (1) immediately review the custody of all detained individuals in that facility, and (2) release individuals found eligible for release.

HOPE for Afghan SIVs Act of 2021

Honoring Our Promises through Expedition for Afghan SIVs Act of 2021 or the HOPE for Afghan SIVs Act of 2021 This bill authorizes the Department of State and the Department of Homeland Security (DHS) to postpone the medical exam requirement for qualifying citizens or nationals of Afghanistan seeking entry into the United States as special immigrants. Specifically, this bill applies to an existing program that provides special immigrant status to an individual (or the spouse or child of such an individual) who (1) faithfully performed sensitive and trusted duties for the U.S. government or the International Security Assistance Force in Afghanistan on or after October 7, 2001, and (2) has experienced or is experiencing an ongoing serious threat due to the performance of those duties. Under this bill, the State Department and DHS may jointly issue a blanket waiver of any requirement for such individuals to undergo a medical exam before admission into the United States. DHS shall ensure, to the greatest extent practicable, that individuals admitted under such a waiver undergo medical exams no later than 30 days after admission into the United States. Such an individual shall be admitted as a conditional permanent resident. DHS shall remove the conditions once the individual receives and passes a medical examination.

Greyhound Protection Act of 2021

Greyhound Protection Act of 2021 This bill modifies the federal criminal statute commonly known as the Wire Act. Currently, the Wire Act contains four prohibitions on the use of a wire transmission facility (e.g., the telephone or internet) for certain gambling activities. All four prohibitions apply to sports gambling. However, there have been conflicting interpretations of the applicability of the prohibitions to nonsports gambling (e.g., state lotteries). This bill amends the Wire Act to expressly state that the statute does not authorize the use of wire communications to gamble on commercial greyhound racing or permit the transport of animals for commercial dog racing or related activities.

Untraceable Firearms Act of 2021

Untraceable Firearms Act of 2021 This bill establishes a federal statutory framework to regulate the manufacture, sale, offer to sell, transfer, purchase, and receipt of ghost guns (i.e., guns without serial numbers). Additionally, the bill revises the federal statutory framework regulating the manufacture, possession, sale, import, shipment, delivery, receipt, and transfer of undetectable firearms. Among the revisions, the bill defines undetectable firearm as a firearm without a major component wholly made of detectable material.

Use of Force Accountability Act of 2021

Use of Force Accountability Act of 2021 This bill requires, as a condition of eligibility for funds under the Edward Byrne Memorial Justice Assistance Grant (JAG) program and the Community Oriented Policing Services (COPS) program, a state or Indian tribe to take certain actions with respect to investigating allegations of use of force by law enforcement officers. Specifically, to be eligible for grant funds under the COPS program and JAG program, a state or Indian tribe must have in effect an independent investigation of law enforcement statute and a law or policy requiring the findings of an independent investigation to be referred for review and possible disciplinary action. The term independent investigation of law enforcement statute means a statute requiring an independent investigation in a criminal matter involving allegations of use of force by a law enforcement officer that resulted in death or injury. The bill authorizes the Department of Justice to award grants to help states and Indian tribes implement an independent investigation of law enforcement statute.

Inspire to Serve Act of 2021

Inspire to Serve Act of 2021 This bill establishes new and expands existing military and national service programs, and revises federal personnel provisions. The bill establishes programs relating to civic education and service learning, including by providing grants supporting these programs for grades K-12 and at institutions of higher education. The bill also establishes the Council on Military, National, and Public Service which must coordinate executive branch policies to promote and expand opportunities for military service, national service, and public service. The Office of Management and Budget must create an online recruitment portal for service organizations. Additionally, the bill expands military service programs, including by expanding the Junior Reserve Officers' Training Corps, establishing pre-service tuition grants in exchange for enlisted service commitments, and creating a pilot program for military departments to partner with community colleges and vocational schools to provide service members with access to technical education programs. Service programs are expanded by increasing the number of specified national service positions, increasing certain living allowances and stipends, and creating new fellowship programs. Federal personnel provisions are revised to, among other things, provide certain national service alumni with noncompetitive eligibility for federal employment.

This resolution expresses the House of Representatives' support for the goals and ideals of National Veterans Small Business Week, celebrates the millions of people in the United States—especially veterans and their spouses—who benefit from Small Business Administration programs, and expresses appreciation for the continued service to the United States by the nation's veterans through small business ownership and entrepreneurship.

Justice for ALS Veterans Act of 2021

Justice for ALS Veterans Act of 2021 This bill extends increased dependency and indemnity compensation to the surviving spouse of a veteran who dies from amyotrophic lateral sclerosis (ALS or Lou Gehrig's disease) regardless of how long the veteran had such disease prior to death. Under current law, such compensation is paid for a service-connected disability that was rated totally disabling for a continuous period of at least eight years immediately preceding death. For purposes of this bill, a surviving spouse is a person who was married to the veteran for a continuous period of eight years or longer prior to the veteran's death.

Public Health Workforce Loan Repayment Act of 2021

Public Health Workforce Loan Repayment Act of 2021 This bill establishes a student loan repayment program for public health professionals. As a condition of participation, recipients must agree to complete a period of full-time employment with a state, tribal, or local public health agency. Individuals eligible for this program include those with public health or health professions degrees, as well as those with degrees in statistics, computer science, or related information technology fields.

Expressing support for the 2021 United Nations Climate Change Conference in Glasgow and reaffirming the United States commitment to international cooperation combating climate change.

This resolution expresses that the House of Representatives applauds the Biden administration for reaffirming the U.S. commitment to the Paris Agreement on climate change and to our collective responsibility to globally combat climate change; encourages the Biden administration to implement measures to ensure global climate change remains a top priority for this and future administrations and to cement the United States as a global leader in the fight to mitigate its most severe consequences; voices strong commitment as legislators toward achieving the climate goals of the Paris Agreement, fulfilling the forthcoming pledges from the COP26 in Glasgow, Scotland, and advancing other international efforts to keep global warming to no more than 1.5 degrees Celsius and realize global net-zero carbon emissions by 2050 using a whole-of-government approach; and recognizes the critical responsibility of the United States and other developed nations to ensure all societies have the capabilities to transition to a clean energy economy, the resources to protect against climate-induced disasters, and the necessary assistance to endure climate-related challenges to food security, regional migration, and public health.
