Safety and Opportunity for Girls Act of 2023

Maddy summaryHR 935, the Safety and Opportunity for Girls Act of 2023, amends Title IX of the Education Amendments of 1972 to define "sex" as determined by reproductive biology and genetics at birth, and clarifies that "sex-segregated" means limited to or separated by that sex. The bill explicitly prohibits the Secretary of Education from requiring schools to eliminate sex-segregated bathrooms, locker rooms, or athletic/academic programs as a condition for receiving federal funding under Title IX. It directly affects educational institutions receiving federal funds by preventing federal enforcement actions that might compel them to abandon existing sex-segregated facilities or programs. The bill focuses on altering the legal interpretation of Title IX regarding sex-based accommodations, not creating new programs or services.

Border Crisis Prevention Act of 2023

Maddy summaryHR 876, the Border Crisis Prevention Act of 2023, aims to reform asylum processing and immigration detention procedures. It requires uniform recording of credible fear interviews and asylum applications, mandates independent interpreters, and adds strict warnings about filing frivolous applications, which could lead to permanent ineligibility for asylum benefits. The bill also extends detention periods for certain immigrants who fail to cooperate with removal efforts or who pose perceived risks, allowing the Secretary of Homeland Security to keep them detained beyond standard timelines without bond hearings. These changes directly affect asylum seekers, immigration judges, and detention facilities by altering how cases are processed and how long individuals may be held.

Border Safety and Security Act of 2023

Maddy summaryHR 29, the Border Safety and Security Act of 2023, grants the Secretary of Homeland Security authority to restrict entry at U.S. land or maritime borders for certain immigrants deemed "covered aliens" (those inadmissible under immigration law due to lack of proper documentation). The bill requires the Secretary to suspend entry if they cannot detain or process these individuals as required by existing immigration law. It also allows state attorneys general to sue the Secretary in federal court if they believe border policies harm their state's residents. The law defines "operational control" using terms from the Secure Fence Act of 2006. This bill directly affects immigrants seeking entry who fall under the specified inadmissibility category.

Providing for congressional disapproval under chapter 8 of title 5, United States Code, of the rule submitted by the Department of Veterans Affairs relating to "Reproductive Health Services".

Maddy summaryHJRES 31 is a procedural resolution seeking congressional disapproval of a specific rule issued by the Department of Veterans Affairs (VA) concerning reproductive health services. It targets the VA's September 2022 rule (published in the Federal Register as 87 Fed. Reg. 55287), which established policies for reproductive health care access for veterans. If passed, this resolution would nullify the VA rule, preventing it from taking effect under the Congressional Review Act (Chapter 8 of Title 5, U.S. Code). The bill directly affects the VA’s ability to implement its reproductive health services policy for veterans.

Supporting the Local Radio Freedom Act.

Maddy summaryHCONRES 13 is a concurrent resolution expressing Congress's support for maintaining the current policy that prohibits imposing new fees on local radio stations for playing music. It states that Congress should not impose any performance fee, tax, royalty, or charge on local radio stations for broadcasting sound recordings over the air, or on businesses like bars and restaurants that play music publicly. The resolution argues that such fees would harm local radio stations - critical sources for emergency information and community programming - and jeopardize the economic model that has supported both radio and the music industry for decades. This resolution does not create new law but formally opposes potential legislative changes to the existing fee structure.

Standing with Moms Act

Maddy summaryThe Standing with Moms Act requires the Department of Health and Human Services to create a public website (life.gov) and interactive portal within one year of enactment, providing pregnant women with tailored information on local resources. It mandates comprehensive listings of services including mental health support, alternatives to abortion, abortion risk details, child development resources, and practical assistance like childcare and housing. The portal uses a question-based system to match users with ZIP code-specific services, while requiring states to recommend vetted providers (excluding abortion-focused organizations) and ensuring multilingual access. The bill also integrates the Maternal Mental Health Hotline to promote the portal and requires an annual report on user feedback and service gaps.

Child Interstate Abortion Notification Act

Child Interstate Abortion Notification Act This bill creates new federal crimes related to transporting a minor across state lines for an abortion. Specifically, the bill makes it a crime to knowingly transport a minor across a state line to obtain an abortion without satisfying the requirements of a parental involvement law in the minor's resident state. A parental involvement law requires parental consent or notification, or judicial authorization, for a minor to obtain an abortion. The bill prohibits an individual who has committed incest with a minor from knowingly transporting the minor across a state line to receive an abortion. Finally, the bill makes it a crime for a physician to knowingly perform or induce an abortion on an out-of-state minor without first notifying the minor's parent.
