Healthy Foundations for Homeless Veterans Act

Maddy summaryThis bill allows the Department of Veterans Affairs (VA) to use existing funds more flexibly to assist homeless veterans and veterans in HUD housing programs. It authorizes the VA to provide immediate needs like food, shelter, transportation for appointments, and communication devices (e.g., phones, tablets) to support veterans' stability and health. The law expands how VA funds can be applied beyond traditional housing assistance, focusing on urgent, practical support. It directly affects homeless veterans and those in HUD's housing assistance program by enabling faster, more adaptable aid. The bill amends existing VA law to improve responsiveness to veterans' immediate survival and health needs.

VA Same-Day Scheduling Act of 2023

This applies to veterans enrolled in the VA healthcare system who contact the VA by phone to request appointments. The requirement takes effect 120 days after the bill is enacted.

Keeping Families Fed Act of 2023

Keeping Families Fed Act of 2023 This bill extends for one year the availability of certain increased Supplemental Nutrition Assistance Program (SNAP) benefits. Congress authorized temporary increases to SNAP benefits during the COVID-19 pandemic, which are known as emergency allotments. These benefits ended nationwide after the February 2023 issuance. This bill continues that program for one year. Further, the Department of Agriculture must submit to Congress a strategy plan for state agencies to (1) provide resources and guidance for public awareness of the extension of the emergency allotments, and (2) prepare for the end of this program.

Project Safe Childhood Act

Maddy summaryThe Project Safe Childhood Act modernizes the Project Safe Childhood program to combat online child sexual exploitation and abuse. It requires the Attorney General to develop best practices for investigating and prosecuting child sexual exploitation offenses, including contact sexual offenses and those involving child sexual abuse material. Each U.S. Attorney must create a district-specific strategic plan coordinating with law enforcement and prosecutors to identify victims and serious offenders, with a focus on victim-centered approaches. The bill authorizes $29.1 million annually for additional staff, training, and a national Safer Internet Day to raise public awareness about online child exploitation threats.

Optimizing Postpartum Outcomes Act of 2023

Maddy summaryThe Optimizing Postpartum Outcomes Act of 2023 requires the Health and Human Services Secretary to issue guidance within one year on covering pelvic health services (like pelvic floor exams and physical therapy) during the postpartum period under Medicaid and CHIP programs. This guidance will include best practices for payment models, financing options, and standardized terminology to improve access for postpartum women. It also mandates a GAO study on coverage gaps for postpartum services and funds a new CDC-led education campaign to train healthcare providers and inform postpartum women about pelvic health care. The bill directly affects postpartum women enrolled in Medicaid or CHIP, aiming to standardize and expand access to these specific health services.

Veterans Equal Access Act

Maddy summaryThe Veterans Equal Access Act (HR 2431) allows Department of Veterans Affairs (VA) health care providers to give recommendations and opinions to veterans about participating in state-legal marijuana programs. It directly affects veterans living in states, the District of Columbia, Puerto Rico, U.S. territories, or federally recognized tribes where marijuana is permitted under state law. The bill requires the VA Secretary to authorize VA physicians and staff to provide these recommendations, complete related forms, and override any conflicting federal restrictions that previously prohibited such advice. This change enables veterans to receive guidance from VA providers regarding state marijuana programs without fear of VA disciplinary action.

Panama Canal Zone Veterans Act of 2023

Maddy summaryThe Panama Canal Zone Veterans Act of 2023 creates a presumption that veterans who served in the Panama Canal Zone between 1958 and 1999 (or until the last military member left) and developed specific illnesses are automatically eligible for VA benefits without needing to prove a direct link between their service and the condition. It lists 16 illnesses, including prostate cancer, lung cancer, diabetes, Parkinson's disease, and several other cancers, as qualifying for this presumption due to presumed exposure to herbicides like Agent Orange during service. The VA will use regulations based on medical evidence to determine which illnesses qualify under this provision. This change directly affects veterans who served in the Panama Canal Zone during the covered period and later developed one of the listed conditions.

Save Oak Flat From Foreign Mining Act

Maddy summaryHR 1351, the "Save Oak Flat From Foreign Mining Act," repeals Section 3003 of the 2015 National Defense Authorization Act, which had mandated transferring 2,422 acres of Oak Flat in Arizona’s Tonto National Forest to foreign-owned Resolution Copper for mining. The bill withdraws this land from all mining activities, preventing Resolution Copper from using destructive block cave mining that would destroy the sacred site and harm water resources. Oak Flat, a National Register-listed Traditional Cultural Property sacred to Indigenous tribes, would be protected from a mine projected to deplete 775,000 acre-feet of groundwater over 40 years and create a 4,000-acre toxic waste dump. The legislation directly affects Resolution Copper (owned by Rio Tinto and BHP) and aims to halt the project that would obliterate cultural resources and exacerbate regional water shortages.

Supporting the designation of April 2023 as "National Native Plant Month".

Maddy summaryHRES 293 is a symbolic resolution supporting the designation of April 2023 as "National Native Plant Month" in the United States. It does not create new laws or affect any specific group directly; instead, it formally recognizes the environmental and ecological benefits of native plants. The resolution highlights that native plants prevent flooding/erosion, support wildlife (like pollinators and birds), and are vital to resilient ecosystems, while noting that over 200 native species have been lost since the 1800s. This is purely a ceremonial gesture to raise public awareness, with no binding policy changes or funding implications.

SAVE Act

Maddy summaryHR 2584, the SAVE Act, creates a new federal criminal offense for assaulting or intimidating hospital employees while they're performing their duties, punishable by up to 10 years in prison, with enhanced penalties for using weapons, causing injury, or during public emergencies. The bill authorizes $25 million annually in federal grants to hospitals for violence prevention programs, including staff training, security technologies like panic buttons and video surveillance, and coordination with law enforcement. It defines "hospital" broadly to include various medical facilities such as long-term care hospitals, rehabilitation facilities, and critical access hospitals. The legislation directly affects hospital workers and medical facilities by establishing federal criminal penalties for violence against employees and providing funding to improve workplace safety. The law aims to address the rising problem of workplace violence against healthcare workers, which the bill states has increased since 2011.
