Maddy summaryThis House Resolution (HRES 1242) is a symbolic measure designating July 20, 2022, as "National Heroes Day" to honor everyday individuals who risked their lives during mass shootings, such as those in Aurora (2012), Uvalde (2022), and Buffalo (2022). It does not create new laws or policies but calls on all U.S. citizens to observe the day through community service, displaying the flag, or other charitable acts. The resolution specifically recognizes heroic actions during recent tragedies, including people shielding others during attacks. It directly affects the public by encouraging personal reflection and community engagement, though it has no legal force. The resolution was introduced on July 20, 2022, by Rep. Perlmutter and colleagues.
Reproductive Health Travel Fund Act of 2022 This bill authorizes the Department of Health and Human Services to award grants to pay for travel, childcare, and other expenses of an individual seeking access to abortion services. Eligible grant recipients must be nonprofit or community-based organizations that assist individuals seeking abortion services through programs that are unbiased and medically and factually accurate. The grants may not be used to pay for abortion procedures.
Maddy summaryThe National Park Foundation Reauthorization Act of 2022 extends and increases funding for the National Park Foundation. It amends federal law to authorize $15 million annually (up from $5 million) for the Foundation through 2030 (extending from 2023). This bill directly affects the National Park Foundation by providing a longer-term, higher level of federal appropriations for its operations. The key change is a specific funding authorization adjustment in Title 54 of the U.S. Code, with no new program requirements or policy changes.
Ensuring Women's Right to Reproductive Freedom Act This bill prohibits anyone acting under state law from interfering with a person's ability to access out-of-state abortion services. ( Abortion services includes the use of any drugs that are approved to terminate pregnancies and any health care services related to an abortion, whether or not provided at the same time or on the same day.) Specifically, the bill prohibits any person acting under state law from preventing, restricting, impeding, or retaliating against health care providers who provide legal abortion services to out-of-state residents, any person or entity who helps health care providers to provide such services, any person who travels to another state to obtain such services, any person or entity who helps another person travel to another state to obtain such services, or the movement in interstate commerce of drugs that are approved to terminate pregnancies. The Department of Justice may enforce this bill through civil actions; the bill also establishes a private right of action for violations.
EPA Regulatory Authority Act of 2022 This bill provides that in identifying the best system of emission reduction for purposes of a standard performance under the Clean Air Act, the Environmental Protection Agency may include measures that apply beyond an individual stationary source or category of stationary sources. Additionally, the bill provides that each determination in the Clean Power Plan (i.e., the final rule titled Carbon Pollution Emission Guidelines for Existing Stationary Sources: Electric Utility Generating Units published in the Federal Register on October 23, 2015) with respect to a best system of emission reduction is deemed as authorized.
Housing Oversight and Mitigating Exploitation Act of 2022 or the HOME Act of 2022 This bill directs the Department of Housing and Urban Development to carry out investigations and other activities to address market manipulation and the role of institutional investors in the pricing of rental units and single-family homes. It also makes it unlawful to rent or sell a dwelling unit or single-family home at an unconscionably excessive and exploitative price during a housing emergency declared by the President.
Public Health Air Quality Act of 2022 This bill requires the Environmental Protection Agency to take specified actions related to monitoring and improving air quality, including by implementing a program to administer or conduct emissions measurement and quantification, promulgating regulations related to specified source categories, and deploying not fewer than 1,000 air quality sensors.
LGBTQ I+ Data Inclusion Act This bill addresses federal data collection of voluntary, self-disclosed information on sexual orientation, gender identity, and variations in sex characteristics. Specifically, the bill requires federal agencies that collect information through a survey for statistical purposes that includes demographic data (where subjects self-report information or a proxy provides information about the subject or responds for all persons in a household) to review existing data sets to determine which data sets do not include information about sexual orientation, gender identity, and variations in sex characteristics. Such agencies must assess needed changes in survey methods related to asking questions on such matters. Agencies that publish reports relying on survey demographic data must include information on sexual orientation, gender identity, and variations in sex characteristics. Agencies may waive this publication requirement on a case-by-case basis if the confidentiality of the information cannot be maintained or if adding such information to the survey would impair the agency's ability to preserve the utility, accuracy, or objectivity of the survey while also generating relevant evidence about the LGBTQI+ community. The Government Accountability Office must report to Congress on the implementation of this bill's requirements by agencies.
