No ESG at TSP Act

Maddy summaryHR 3612, the "No ESG at TSP Act," prohibits the Thrift Savings Plan (TSP) - the federal retirement plan for government employees - from offering investment funds that use environmental, social, or governance (ESG) criteria in their investment decisions. It specifically bans mutual funds, ETFs, or other vehicles marketed with ESG criteria (such as climate policies, diversity metrics, or gun industry focus) from the TSP's "mutual fund window." The bill requires the TSP Board to remove existing ESG-linked funds within 90 days, notify participants about switching to non-ESG options, and automatically move unselected funds to a government securities fund. This directly affects federal employees and retirees who use the TSP for retirement savings.

To provide for a limitation on availability of funds for Related Agencies, Presidio Trust for fiscal year 2024.

Maddy summaryHR 2229 prohibits any federal funding for Related Agencies and the Presidio Trust during fiscal year 2024. The bill imposes a strict $0 limit on appropriations for these entities, meaning they cannot access or spend any allocated funds for the 2024 fiscal year. Stop the Outlay of Payments Act

Maddy summaryHR 3515, the "Stop the Outlay of Payments Act," requires federal agencies to notify the Office of Management and Budget (OMB) Director within 120 days when suspending or terminating any portion of a federal grant due to non-compliance with grant terms, laws, or information requests. The OMB must then maintain a public list of all suspended entities (like nonprofits, universities, or local governments receiving federal grants) on its website. Agencies cannot award new grants or disburse funds to these suspended entities until the issue causing the suspension is resolved, with two exceptions: if the suspension resulted from a clerical error or if the entity has an agreement with the agency to resolve the issue. This bill changes the process for handling suspended grant recipients but does not create new funding or alter the reasons for suspension.

Reinstate Our Troops Act

Maddy summaryThis bill, HR 3458 (Reinstate Our Troops Act), provides relief to military service members who were involuntarily separated solely for refusing COVID-19 vaccinations. It requires military leaders to reinstate eligible service members to their previous rank within 30 days of their request (made within one year of the law's passage), return any bonuses they repaid due to separation, and change their discharge status to "honorable" if they don't seek reinstatement. It also mandates expunging records of the vaccination refusal from their service files. The bill requires the Secretary of Defense to report on implementation to Congress within 60 days.

Gun Owner Registration Information Protection Act

Maddy summaryHR 3492, the Gun Owner Registration Information Protection Act, prohibits federal agencies from funding or supporting state databases that track lawfully owned firearms or their owners. This directly affects states maintaining such databases, requiring them to cover costs themselves if they choose to keep these systems operational. The bill allows federal funding for databases tracking lost or stolen firearms, as specified in the exception. The key policy change is blocking federal financial support for databases compiling information on legal gun ownership, without banning the databases outright.

Federal Law Enforcement Officer Service Weapon Purchase Act

Maddy summaryThis bill allows current federal law enforcement officers to purchase retired handguns from their agency within six months of the weapon being declared surplus. Officers must be in good standing with their agency and buy the handgun at its fair market value, considering the weapon's age and condition. The program requires the General Services Administrator to establish the purchasing system within one year of the bill's enactment. It directly affects active federal law enforcement officers who are retiring or leaving service and wish to retain their issued firearms.

Stop TSP ESG Act

Maddy summaryThe Stop TSP ESG Act (HR 3406) requires the Thrift Savings Fund (TSP) to delegate voting rights on securities to a qualified professional asset manager instead of its governing board. This amendment to Section 8438(f) of Title 5, U.S. Code, directly affects the TSP, which manages retirement savings for federal employees. The key mechanism mandates that voting on securities must be handled by an external professional manager, removing direct TSP Board control over investment decisions. The bill's title indicates it aims to prevent the TSP from incorporating ESG (Environmental, Social, and Governance) factors into its investment strategy.

PRIME Act

Processing Revival and Intrastate Meat Exemption Act or the PRIME Act This bill exempts from federal inspection requirements animals and meats that are slaughtered and prepared at custom animal slaughter facilities for distribution within the state. Under current law, a custom slaughter exemption applies if the meat is slaughtered exclusively for personal, household, guest, or employee uses. Specifically, the bill expands the federal inspection exemption to include the slaughter of animals or the preparation of carcasses, meat, and meat food products that are slaughtered and prepared at a custom slaughter facility in accordance with the laws of the state where the facility is located; and prepared exclusively for distribution to household consumers in the state or restaurants, hotels, boarding houses, grocery stores, or other establishments in the state that either prepare meals served directly to consumers or offer meat and food products for sale directly to consumers in the state. The bill does not preempt any state law concerning (1) the slaughter of animals or the preparation of carcasses, meat, and meat food products at a custom slaughter facility; or (2) the sale of meat or meat food products.

To provide for a limitation on availability of funds for US Department of Agriculture, Natural Resources Conservation Service, Conservation Operations for fiscal year 2024.

Maddy summaryThis bill sets a strict spending cap of $819,492,000 for the USDA's Natural Resources Conservation Service (NRCS) Conservation Operations program during fiscal year 2024. It directly limits the budget available to this specific program, preventing the use of funds beyond the specified amount. The key provision is a mandatory funding ceiling with no additional program requirements or changes to conservation activities. This is a procedural budgetary restriction affecting only the NRCS Conservation Operations funding level.
