Hualapai Tribe Water Rights Settlement Act of 2022 This bill modifies and ratifies the Hualapai Tribe water rights settlement agreement negotiated between the tribe, the United States, Arizona, and others, thus satisfying the tribe's claims for groundwater and surface water rights to water in Arizona, including the Verde River, the Bill Williams River, and the Colorado River. The bill outlines the tribe's water rights, including the right to divert, use, and store 4,000 acre-feet of agricultural priority water of the Central Arizona Project that was previously allocated to nontribal agricultural entities, but retained by the Department of the Interior for reallocation to tribes in Arizona pursuant to the Central Arizona Project Settlement Act of 2004. Amounts deposited in an established trust fund account shall be made available to the tribe for specified purposes, including to construct the Hualapai Water Project. The project must be designed to divert, treat, and convey up to 3,414 acre-feet of water per year from the Colorado River for municipal, commercial, and industrial uses on the Hualapai Reservation. The bill authorizes Interior to take specified land into trust for the benefit of the tribe. In the future, land located outside the reservation may only be taken into trust through an act of Congress. The bill outlines (1) waivers, releases, and retentions of claims by the tribe and the United States under the settlement agreement; and (2) a limited waiver of sovereign immunity by the United States and the tribe with respect to certain claims.

Benjamin Berell Ferencz Congressional Gold Medal Act This bill provides for the award of a Congressional Gold Medal to Benjamin Berell Ferencz in recognition of his service to the United States and the international community during the post-World War II Nuremberg trials and his lifelong advocacy for international criminal justice and the rule of law.

Transatlantic Telecommunications Security Act This bill directs the Department of State and other federal agencies to help certain countries improve the security of their telecommunications networks and addresses related issues. Assistance provided under this bill shall be available to projects in a country that falls below certain gross domestic product per capita thresholds and is (1) a NATO member state that shares a border with Russia, or (2) a European country that has not participated in or aided Russia's invasion of Ukraine. A project located in such a country shall be eligible for assistance if the project (1) improves telecommunications networks; (2) is inclusive, transparent, economically viable, sustainable, supplied only with secure equipment and services, and compliant with international standards and laws; and (3) does not use equipment or services from China or Russia or replaces such equipment or services. To support eligible projects, the State Department shall provide diplomatic and political support and shall also encourage international financial institutions to provide investment support. The U.S. Trade and Development Agency, the U.S. International Development Finance Corporation, and other specified federal agencies shall also provide project support, such as feasibility studies and finance-related support, as necessary. The State Department must also appoint, from among its existing personnel, an International Telecommunication Union Security Campaign Director. The director must, among other duties, lead efforts to promote candidates for elections at the International Telecommunication Union who will support and defend democratic values, internet freedom, and telecommunication security.

Roadless Area Conservation Act of 2021 This bill bars the Department of Agriculture from allowing the construction of roads, the reconstruction of roads, or logging in an inventoried roadless area where those activities are prohibited by the Roadless Rule (i.e., certain federal regulations relating to roadless area management).

This resolution extends collective bargaining rights prescribed in the Congressional Accountability Act of 1995 to employees of the House of Representatives.

Time Off to Vote Act This bill requires an employer, upon the request of an employee, to provide the employee with a minimum of two consecutive hours of paid leave in order to vote in a federal election. The employer may determine the two-hour period, excluding any lunch break or other break. Taking such leave shall not result in the employee losing accrued employment benefits. The bill makes it unlawful for an employer to interfere with the right to take such leave or for an employer to discriminate against an employee for taking such leave. Further, the bill makes it unlawful for any employer to retaliate against an employee for (1) opposing any practice made unlawful by this bill; (2) filing a charge, or instituting or causing to be instituted any proceeding, under or related to this bill; or (3) testifying or preparing to testify in an inquiry or proceeding relating to such leave. The bill specifies penalties for employers who violate these provisions.

Targeting Resources for Equitable Access to Treatment for Long COVID Act or the TREAT Long COVID Act This bill requires the Department of Health and Human Services to award competitive grants to create or expand the capacity of clinics that treat patients with persistent, long-term symptoms following recovery from acute COVID-19 (i.e., Long COVID). Eligible recipients include federally qualified health centers, rural health clinics, urban Indian health centers, and state and local health departments.

Hispanic Educational Resources and Empowerment Act of 2022 This bill directs the Department of Education to (1) award grants to Hispanic-serving institutions of higher education (IHEs) to improve and expand innovative collaboration agreements between local educational agencies and IHEs to better serve Hispanic and Latino students, (2) provide technical assistance to such IHEs, and (3) contract with a third party to conduct an independent evaluation of grant activities. Such grants must be used for specific activities, such as improving school-based and institutional practices to prepare students for postsecondary education and addressing nonacademic needs of students that are barriers to college enrollment.

Federal Contracting for Peace and Security Act This bill requires executive agencies to terminate their contracts with companies conducting business operations in Russia. This requirement ends when Russia takes steps to restore the safety, sovereignty, and condition of Ukraine. The bill shall not apply to the procurement of products or services for (1) the benefit, either directly or through the efforts of regional allies, of Ukraine; or (2) humanitarian purposes to meet basic human needs. The bill provides for a waiver where in the national interest of the United States.

Ensuring Lasting Smiles Act This bill requires private health insurance plans to cover diagnosis and treatment of congenital anomalies and birth defects, such as reconstructive services and items. Coverage must include services and items that functionally improve, repair, or restore any body part that is medically necessary for normal bodily functions or appearance, as determined by the treating physician. Coverage limits and cost-sharing requirements for such services and items may not be more restrictive than those applicable to all medical and surgical benefits under the plan.
