Equal Access to Abortion Coverage in Health Insurance Act of 2021 or the EACH Act of 2021 This bill requires federal health care programs to provide coverage for abortion services and requires federal facilities to provide access to those services. The bill also permits qualified health plans to use funds attributable to premium tax credits and reduced cost sharing assistance to pay for abortion services.

Stop shielding Assets from Corporate Known Liability by Eliminating non-debtor Releases Act or the SACKLER Act This bill prohibits a bankruptcy court from releasing claims against non-debtors brought by states, tribes, municipalities, or the federal government. However, the bankruptcy court may issue a stay not exceeding 90 days regarding such a claim. Complex bankruptcies may involve creditor claims against non-debtors associated with the debtor, such as the debtor's officers, directors, or employees. Currently, in carrying out a bankruptcy plan, certain courts may release non-debtors from liability (there is a circuit split regarding this practice).

January 8th National Memorial Act This bill directs the Department of the Interior to establish the January 8th National Memorial in Tucson, Arizona, as an affiliated area of the National Park System in commemoration of the shooting of Congresswoman Gabrielle Giffords and 18 others in Tucson on January 8, 2011. The January 8th Memorial Foundation shall transfer to Pima County, Arizona, amounts equal to final funding pledges, in addition to the amounts that the foundation has raised and transferred to the county for the construction of the memorial. The memorial shall be constructed on property owned by Pima County. The bill makes the county responsible for the management of the construction contract for the memorial through the use of funds provided by the foundation. The foundation shall cease operations after (1) final funding pledge amounts have been paid to Pima County, and (2) construction of the memorial has been completed. Pima County shall (1) be the memorial's management entity, and (2) be responsible for the construction and operation of the memorial. Interior shall develop a general management plan for the memorial.

Improving Mental Health and Wellness in Schools Act This bill requires local educational agencies (LEAs) participating in the school lunch or breakfast programs to include in their local school wellness policies (1) goals for mental health promotion and education, and (2) nutrition guidelines for reducing childhood eating disorders. Such LEAs must also include registered dietitians and school-based mental health services providers in the development, implementation, and periodic review of such policies. The bill also requires the Department of Agriculture to provide information and technical assistance to school health professionals (including school-based mental health services providers) for use in establishing healthy school environments. Such technical assistance must promote mental health, encourage mental health assessments, and establish resilient school environments.

Indigenous Peoples' Day Act This bill designates Indigenous Peoples' Day as a legal public holiday in lieu of Columbus Day.

Growing Opportunities in Agriculture Act or the GO Ag Act This bill directs the Department of Education to award competitive grants to eligible entities (e.g., local educational agencies) to create new agricultural education programs in secondary schools. Agricultural education refers to career and technical education that is focused on agriculture, including classroom or laboratory instruction, work-based learning, and leadership education that is delivered through career and technical student organizations.

Israel Relations Normalization Act of 2021 This bill requires the Department of State to take certain actions promoting the normalization of relations between Israel, Arab states, and other relevant countries and regions. Specifically, the State Department must develop a strategy on expanding and strengthening the Abraham Accords (the term used to refer collectively to agreements between Israel and the United Arab Emirates and between Israel and Bahrain marking the public normalization of relations between the two Arab countries and Israel). The strategy must include a description of how the U.S. government will encourage further normalization of relations with Israel. In addition, the State Department must report on options for U.S. international efforts to promote the strengthening of ties between Israel, Arab states, and other relevant countries and regions. The State Department must also report on the status of the normalization of relations with Israel, including information on (1) laws that punish individuals for people-to-people relations with Israelis (i.e., anti-normalization laws), and (2) evidence of steps taken by Arab governments toward permitting or encouraging normalized relations between their citizens or residents and Israeli citizens.

Every Veteran Counts Act of 2021 This bill requires the Department of Veterans Affairs (VA) to establish and maintain a database of specified demographics (e.g., age) of veterans. The data must be in a machine-readable format and anonymized to protect sensitive personal information. The VA must provide access to the database on a publicly accessible website that is updated at least once a year. Additionally, the VA must report on the progress, challenges, performance, and opportunities of implementing its data strategy. The report must be made available on the VA's open data website in a machine-readable format.

Securing the Rights our Veterans Earned Act or the SERVE Act This bill provides eligibility for specified Department of Veterans Affairs benefits to former members of the Armed Forces who were separated or discharged (honorably or otherwise) by reason of sexual orientation or gender identity.

This resolution recognizes the harm caused to members of the Armed Forces by the Don't Ask, Don't Tell, Don't Pursue policy and commemorates the repeal of the policy as a day in which service members were free to serve openly and be honored for such service without caveat. The resolution also reaffirms the commitment to honor the service of all members and former members of the military, regardless of gender identity or sexual orientation.
