Expanding Contracting Opportunities for Small Businesses Act of 2021 This bill increases the allowable award price for federal government contracts with certain small businesses, including socially and economically disadvantaged small businesses, small businesses owned and controlled by women, and small businesses owned and controlled by service-disabled veterans.

Supporting Medicaid in the U.S. Territories Act of 2021

Supporting Medicaid in the U.S. Territories Act of 2021 This bill extends, increases, and otherwise modifies Medicaid funding for U.S. territories. Specifically, the bill extends (1) the temporarily increased Federal Medical Assistance Percentage (i.e., federal matching rate), and (2) a higher cap on Medicaid funding. Such provisions apply to Puerto Rico through FY2026 and to other territories through FY2029. The bill also requires Puerto Rico to implement an asset verification program and to report on its ability to comply with certain reporting requirements, procurement standards, and other Medicaid program integrity measures.

Pathways to Health Careers Act

Pathways to Health Careers Act This bill provides funding for, reauthorizes through FY2026, and makes a variety of changes to certain grants administered by the Department of Health and Human Services that provide education and training to low-income individuals for health care occupations, including by establishing a new competitive grant for projects designed to train low-income individuals in allied health professions.

Compact Impact Fairness Act of 2021

Compact Impact Fairness Act of 2021 This bill expands the eligibility of citizens of the Freely Associated States lawfully residing in the United States for certain federal public benefits. Currently, citizens of the Freely Associated States (Micronesia, the Marshall Islands, and Palau) may live, study, and work in the United States as nonimmigrants. However, such individuals are generally ineligible for most federal public benefits, with Medicaid being one exception. Under this bill, such individuals may be eligible for certain federal public benefits, such as benefits under the Temporary Assistance for Needy Families program. Furthermore, current law generally bars individuals from receiving federal means-tested public benefits for the five-year period starting from the individual's entry into the United States. Under this bill, citizens of the Freely Associated States living in the United States shall not be subject to this bar.

Keeping Our Promises Act

Keeping Our Promises Act This bill expands the list of diseases that are provided a presumption of service-connection for veterans who served in the Republic of Vietnam between January 9, 1962, and May 7, 1975. The bill extends through September 30, 2030, the requirement for the Department of Veterans Affairs (VA) to make determinations and submissions related to the connection between herbicide exposure and occurrence of disease. Additionally, the VA is prohibited from taking the costs of compensation into account when determining the association between exposure to an herbicide agent and occurrence of a disease. The bill requires the VA to determine within 120 days (currently 60) whether a presumption of service-connection is warranted for diseases covered by a National Academy of Sciences report.

Offshore Wind for Territories Act

Offshore Wind for Territories Act This bill addresses offshore wind development in certain submerged lands off the U.S. territories and coral reef conservation. Specifically, the bill requires the Department of the Interior to study the feasibility of conducting wind lease sales on the Outer Continental Shelf in the U.S. Exclusive Economic Zone adjacent to U.S. territories. If the study determines that such leases are feasible, then Interior must conduct wind lease sales in those areas as specified by this bill. In addition, the bill establishes the Coral Reef Conservation Fund for the Department of Commerce to carry out the Coral Reef Conservation Act of 2000, including to preserve, sustain, and restore the condition of coral reef ecosystems. The bill also specifies requirements for distributing revenues from the leases authorized by this bill to the Treasury, the Coral Reef Conservation Fund, and U.S. territories.

Shark Fin Sales Elimination Act of 2021

Shark Fin Sales Elimination Act of 20 21 This bill addresses the sale of shark fins and the inclusion of rays and skates in the Seafood Traceability Program. The Seafood Traceability Program has data reporting and recordkeeping requirements at the time of entry for imported fish or fish products entered into U.S. commerce. The bill makes it illegal to possess, buy, or sell shark fins or any product containing shark fins, except for certain dogfish fins. A person may possess a shark fin that was lawfully taken consistent with a license or permit under certain circumstances. Penalties are imposed for violations under the Magnuson-Stevens Fishery Conservation and Management Act. The Department of Commerce must revise its regulations to include rays and skates as species that are subject to the Seafood Traceability Program.

VA Police Improvement and Accountability Act

VA Police Improvement and Accountability Act This bill requires the Department of Veterans Affairs (VA) to establish policies and procedures related to the accountability and staffing of its police force. Specifically, the bill requires the VA to publish specified summaries, statistics, and contact information related to the activities of VA police officers from the previous five-year period. The VA must ensure that each of its police forces is able to provide VA employees and members of the public who contact the force with contact information to directly contact the police force regarding the arrest, ticketing, detainment, use of force, or other police matters pertaining to the individual. The bill requires VA police officers to wear body cameras that record and store audio and video. Additionally, the VA's guidance on the use of body cameras must be made publicly available. Under the bill, the VA is required to track and analyze the following information regarding its police force: arrests made and tickets issued; prosecutions, ticketing, and other actions relating to such arrests; the use of force and weapon discharges; and complaints, investigations, and disciplinary actions. The VA must ensure each incident of the use of force is promptly reported to the Assistant Secretary with responsibility for operations, preparedness, security, and law enforcement functions. The Assistant Secretary must review and investigate each incident (including allegations) of the use of force by a VA police officer, including such situations where any person receives medical attention. The VA must develop a plan that establishes minimum standards for police staffing at its facilities.

TEAM Act

Toxic Exposure in the American Military Act or the TEAM Act This bill requires the Department of Veterans Affairs (VA) to expand health care, benefits, and resources for veterans with conditions related to exposure to toxic substances. Specifically, the bill expands eligibility for VA hospital care, medical services, and nursing home care to include veterans who (1) were exposed to toxic substances, radiation, or other conditions, and were awarded certain medals (e.g., the Armed Forces Service Medal); (2) are eligible for inclusion in the Airborne Hazards and Open Burn Pit Registry; or (3) have been identified by the Department of Defense to have been possibly exposed during service to an open burn pit, toxic substance, or specified hazardous sites. (A burn pit is an area used for burning solid waste in open air without equipment.) The bill establishes a presumption of service-connection for diseases associated with exposure to certain toxic substances and that become manifest within a certain time period; the VA must specify such diseases and requirements through regulations. Under a presumption of service-connection, specific conditions diagnosed in certain veterans are presumed to have been caused by the circumstances of their military service. Health care benefits and disability compensation may then be awarded. The bill also requires the VA to take specified actions to (1) evaluate scientific evidence regarding associations between diseases and exposure to toxic substances; (2) train its health care personnel on identifying, treating, and assessing illnesses related to such exposure; and (3) provide resources to veterans exposed to toxic substances.

Puerto Rico Statehood Admission Act This bill establishes a process for the admission of Puerto Rico into the union as a state, on an equal footing with all other states, based on a majority vote of the people of Puerto Rico.
