This resolution condemns the rocket attacks by Hamas against Israel beginning the week of May 9, 2021. It also states that the United States must continue to invest in and support Israel's security and sovereignty.

National Guard and Reserve Incentive Pay Parity Act This bill requires the military department concerned to pay members of the reserve components a special bonus or incentive pay in the same monthly amount that is paid to members in the regular component of the service for performing comparable work requiring comparable skills.
United States Army Rangers Veterans of World War II Congressional Gold Medal Act This bill provides for the award of a single Congressional Gold Medal to the U.S. Army Rangers Veterans of World War II in recognition of their dedicated service during World War II.
Secure Rural Schools Reauthorization Act of 2021 This bill extends through FY2023 payments made to states and eligible counties containing certain federal land under the Secure Rural Schools and Community Self-Determination Act of 2000. The Department of the Interior and the Department of Agriculture shall carry out a pilot program to allow the Chief of the Forest Service or the Director of the Bureau of Land Management to nominate members of resource advisory committees. County funds may be used to provide or expand access to (1) broadband telecommunications services at local schools, or (2) the technology and connectivity necessary for students to use a digital learning tool at or outside of a local school campus. Any county funds that were obligated by a county before October 1, 2017, but are unspent on October 1, 2020, may be used by the county for any authorized use and shall be available for projects initiated after October 1, 2020. No county funds may be used for lobbying activity, regardless of the purpose for which the funds are obligated on or before the enactment of this bill.
Timely ReAuthorization of Necessary Stem-cell Programs Lends Access to Needed Therapies Act of 2021 or the TRANSPLANT Act of 2021 This bill modifies and reauthorizes through FY2026 the C.W. Bill Young Cell Transplantation Program, which provides support to patients who need a potentially life-saving bone marrow transplant or umbilical cord blood transplant. The bill also requires the Department of Health and Human Services to conduct a periodic review of the science of using adult stem cells and birthing tissues in therapeutic treatments. In addition, the Government Accountability Office must report on the regenerative medicine workforce.
Alaska Tourism Restoration Act This bill temporarily allows specific foreign-owned and foreign-flagged cruise ships to transport passengers directly between ports in the states of Washington and Alaska without stopping in Canada. Under current law, these ships cannot transport passengers from one U.S. port to another without stopping in a foreign country. The bill deems a round trip voyage between ports in the states of Washington and Alaska as a foreign voyage if (1) during the voyage, the operators of such voyage send U.S. Customs and Border Protection and the Canada Border Services Agency an email containing the names of each alien crew member with a valid nonimmigrant work visa; and (2) the voyage begins not later than February 28, 2022. The operators of these voyages must also retain a COVID-19 Conditional Sailing Certificate from the Centers for Disease Control and Prevention (CDC) and operate in accordance with CDC restrictions associated with the certificate. Authority to conduct these voyages shall terminate on March 31, 2022, or when Canada lifts its COVID-related restrictions, whichever occurs first. Voyages may not occur during any period for which the CDC has issued an order to suspend cruise ship operations. The bill also directs the Department of Transportation to require, through regulations, the installation of automated external defibrillators on passenger vessels (including cruise ships), among other requirements.
Local Opportunities, Conservation, and American Lands Act or the LOCAL Act This bill directs that the headquarters for the Bureau of Land Management (BLM) shall remain located in Grand Junction, Colorado. The Department of the Interior shall study the feasibility of relocating more existing BLM employee positions to Grand Junction or Alaska, Arizona, California, Colorado, Idaho, Montana, Nevada, New Mexico, Oregon, Utah, Washington, or Wyoming. Interior must determine, among other things, whether such relocation will improve management of federal lands, increase coordination with local communities, and strengthen tourism, conservation, outdoor recreation, grazing, or responsible energy production.
Surface Transportation Advanced through Reform, Technology, and Efficient Review Act 2.0 or the STARTER Act 2.0 This bill addresses provisions related to federal-aid highway, transit, highway safety, motor carrier, innovation, and resiliency programs of the Department of Transportation (DOT). It also sets forth requirements for the operation of railroad freight cars in the United States. For example, the bill extends FY2020 enacted levels through FY2026 for federal-aid highway, transit, and safety programs. DOT must provide competitive grants for projects to provide parking for commercial motor vehicles on the federal-aid highway system; establish a discretionary program to award competitive grants for eligible projects that encourage economic viability of the nation, a metropolitan area, or a region; create a public awareness campaign to reduce instances of driving while under the influence of prescription and over-the-counter medications; and promulgate regulations to implement an apprenticeship program for licensed commercial motor vehicle drivers under the age of 21. The bill also establishes new competitive grant programs to spur innovation of connected vehicle applications into operational deployments and to test the safe integration of automated driving system technologies into the on-road transportation system. Additionally, the bill addresses projects to improve the resiliency of federal-aid highways and bridges on and off the National Highway System. Further, the bill prohibits the operation of railroad freight cars in the United States that have been manufactured or assembled by certain foreign countries or that contain sensitive technology from such countries.

United States Ambassador at Large for Arctic Affairs Act of 2021 This bill establishes within the Department of State an Ambassador at Large for Arctic Affairs who shall represent the United States in matters and cases relevant to the Arctic, serve on the Arctic Council, and coordinate U.S. Arctic policies.
