This bill extends through FY2021 the inapplicability of the requirement for counties to elect to receive certain payments under the Secure Rural Schools and Community Self-Determination Act of 2000. That act provides compensation to counties for the presence of untaxable federal land within their borders.

American Fisheries Advisory Committee Act of 2021 This bill directs the National Oceanic and Atmospheric Administration (NOAA)to establish the American Fisheries Advisory Committee to advise on an existing grant program to address the needs of fishing communities, optimize economic benefits by building and maintaining sustainable fisheries, and increase opportunities to keep working waterfronts viable. NOAA must establish six regions within the committee.The committee must consist of members chosen regionally and across sectors of the fishing industry.Additionally, the committee must (1)identify the needs of the fishing community, (2) develop request for proposals for the grant program, (3)review grant applications, and (4)provide NOAA with grant applications for approval.

First Responder Fair Return for Employees on Their Initial Retirement Earned Act or the First Responder Fair RETIRE Act This act allows disabled federal first responders (e.g., law enforcement officers, customs and border protection officers, and firefighters) to continue receiving federal retirement benefits in the same manner as though they had not been disabled. Under current law, federal first responders are subject to a mandatory retirement age of 57. To facilitate this earlier retirement, federal first responders are required to pay a greater percentage of their salary towards retirement. Additionally, their annuity amount is calculated at a higher rate than other federal employees. This act allows a federal first responder to remain in the accelerated retirement system if they are placed in another civil service position outside of that system after returning to work from a work-related injury or illness. Further, if such an employee is separated from service before they are entitled to receive an annuity, they may receive a refund of their accelerated contributions.

This bill confers jurisdiction to the U.S. Court of Federal Claims for the Miami Tribe of Oklahoma's land claim arising under the Treaty of Grouseland. The court may hear, determine, and render judgement on this land claim without regard to the statute of limitations and delay-based defenses. The United States is the only entity liable for such a claim. This jurisdiction expires unless such a claim is filed within one year. All other claims of the tribe, including claims to title arising under the Treaty of Grouseland and the Northwest Ordinance, are extinguished.

Truth and Healing Commission on Indian Boarding School Policies Act This bill establishes the Truth and Healing Commission on Indian Boarding School Policies in the United States and sets forth its powers, duties, and membership. Among other duties, the commission must investigate the impacts and ongoing effects of the Indian Boarding School Policies (federal policies under which American Indian, Alaska Native, and Native Hawaiian children were forcibly removed from their family homes and placed in boarding schools). Further, the commission must develop recommendations on ways to (1) protect unmarked graves and accompanying land protections; (2) support repatriation and identify the tribal nations from which children were taken; and (3) discontinue the removal of American Indian, Alaska Native, and Native Hawaiian children from their families and tribal communities by state social service departments, foster care agencies, and adoption agencies.

Long-Term Care Veterans Choice Act This bill authorizes the Department of Veterans Affairs (VA) to enter into contracts to pay for specified veterans (i.e., certain veterans who have service-connected disabilities and require nursing home care) to be placed in medical foster homes at their request. A medical foster home is a home designed to provide non-institutional, long-term, supportive care for veterans who are unable to live independently and prefer a family setting. Veterans receiving such care must agree, as a condition of payment for their care, to accept home health services furnished by the VA. Under the bill, no more than a daily average of 900 veterans may have their care in a medical foster home covered by the VA. The VA must create a monitoring system to assess its workload in carrying out the medical foster home payments. Additionally, the Government Accountability Office must submit to Congress reports that assess the implementation of this program and provide recommendations for improvements. The bill also extends certain loan fee rates through February 15, 2031, under the VA's home loan program.

Lymphedema Treatment Act This bill provides for Medicare coverage of lymphedema compression treatment items. Specifically, the bill provides for coverage of standard and custom fitted gradient compression garments and other approved items that are prescribed by a physician or other specified health care professional to treat lymphedema.

Continuity for Operators with Necessary Training Required for ATC Contract Towers Act of 2021 or the CONTRACT Act of 2021 This bill exempts certain air traffic controllers from a required reduction in their retirement annuity payment on account of earnings from certain work performed while entitled to such annuity. Under current law, retired Federal Aviation Administration air traffic controllers receive an annuity payment during the period between the mandatory retirement age of 56 and the Social Security minimum age of 62. Such annuity payment is required to be reduced by a certain percentage of any excess earnings during this period. The bill exempts from such reduction in annuity payments an air traffic controller who participates in the Air Traffic Control Contract Program (a public-private partnership for air traffic control services) following mandatory retirement.

This bill authorizes the Department of Commerce to award competitive grants to Indian tribes to further achievement of tribal coastal zone objectives. Specifically, these tribal coastal zone objectives include protecting, restoring, or preserving areas in the zone that hold important ecological, cultural, or sacred significance for the tribes or traditional, historic, and aesthetic values essential to the tribes; preparing and implementing a special area management plan and technical planning for important coastal areas; and implementing any coastal or shoreline stabilization measure for the purpose of public safety, public access, or cultural or historical preservation.
