Early Hearing Detection and Intervention Act of 2021 This bill reauthorizes through FY2026 various activities carried out by the Health Resources and Services Administration, the Centers for Disease Control and Prevention, and the National Institute on Deafness and Other Communication Disorders that support screening and early intervention services for newborns, infants, and young children who are deaf or hard of hearing. The Government Accountability Office must also conduct a study of state early hearing detection and intervention programs, including with respect to disparities in accessing the programs.
Improving the Health of Children Act This bill reauthorizes through FY2026 programs and activities of the Centers for Disease Control and Prevention for researching and preventing birth defects, developmental disabilities, and other conditions. Specifically, the bill reauthorizes the National Center on Birth Defects and Developmental Disabilities. The center carries out activities to advance the health and well-being of vulnerable populations, including infants with birth defects, children with developmental disabilities, and individuals of all ages with disabilities or blood disorders.
Stillbirth Health Improvement and Education for Autumn Act of 2021 or the SHINE for Autumn Act of 2021 This bill authorizes grants and establishes other programs to improve data collection on stillbirths. Specifically, the Department of Health and Human Services (HHS) may award grants for surveillance and data collection on stillbirths, and HHS must issue guidelines for health departments and vital statistics units concerning the collection of stillbirth data. HHS must also develop educational awareness materials about stillbirths and make them publicly available. Furthermore, HHS must implement a fellowship program to provide training in perinatal autopsy pathology and otherwise support research on stillbirths and fetal autopsies. The bill also requires HHS to issue a report with educational guidelines on stillbirths and stillbirth risk factors.

Ocean Shipping Reform Act of 2021 This bill revises provisions related to ocean shipping policies and is designed to support the growth and development of U.S. exports and promote reciprocal trade in the common carriage of goods by water in the foreign commerce of the United States. Among other provisions, the bill sets forth requirements for operating a shipping exchange involving ocean transportation in the foreign commerce of the United States; requires ocean common carriers to report to the Federal Maritime Commission (FMC) each calendar quarter on total import and export tonnage and the total loaded and empty 20-foot equivalent units per vessel that makes port in the United States; requires the FMC to publish and annually update all its findings of false certifications by ocean common carriers or marine terminal operators and all penalties assessed against such carriers or operators; revises annual reporting requirements for the FMC on foreign laws and practices to include practices by ocean common carriers; prohibits ocean common carriers and marine terminal operators from retaliating or discriminating against shippers because such shippers have patronized another carrier, or filed a complaint; directs the FMC to establish rules prohibiting ocean common carriers and marine terminal operators from adopting and applying unjust and unreasonable demurrage and detention fees; authorizes the FMC to initiate investigations of an ocean common carrier's fees or charges and apply enforcement measures, as appropriate; directs the Department of Transportation to seek to enter into an agreement with the National Academy of Sciences to study the U.S. supply chain industry, including data constraints that impede the flow of maritime cargo and add to supply chain inefficiencies; and provides authority for the FMC to issue an emergency order requiring ocean common carriers or marine terminal operators to share directly with relevant shippers, rail carriers, or motor carriers information relating to cargo throughput and availability.
Blackwell School National Historic Site Act This bill establishes the Blackwell School National Historic Site in Texas as a unit of the National Park System to preserve, protect, and interpret for the benefit of present and future generations the Blackwell School, its role as both an academic and cultural cornerstone in the community in Marfa, Texas, and its function within a segregated system of education in Texas and the United States from 1885-1965. The historic site shall not be established until the date on which the Department of the Interior has (1) entered into a written agreement with the Marfa Unified School District providing that the Blackwell School shall be donated to or placed by agreement into comanagement with the United States for inclusion in a national historic site to be managed consistently with the purposes of such a site, and (2) acquired sufficient land or interests in land within the boundaries of the historic site to constitute a manageable unit. Interior may only acquire by donation, purchase with donated funds, or exchange any land or interest in land located within the boundary of the historic site. The bill prohibits any private property or nonfederal public property from being included within the boundaries of the historic site or managed as part of such site without the written consent of the owner. Interior shall prepare a general management plan for the historic site.
Oral Health Literacy and Awareness Act of 2021 This bill requires the Health Resources and Services Administration (HRSA) to conduct a public education campaign to increase oral health literacy and awareness. HRSA must design the campaign to focus on children, pregnant women, parents, older adults, people with disabilities, and racial and ethnic minorities.
National Forest Restoration and Remediation Act This bill modifies the treatment of monies collected by the United States arising out of certain Forest Service activities. The bill directs the Department of the Treasury to invest in interest-bearing obligations all monies that were previously collected by the United States in forfeitures, judgments, compromises, or settlements related to Forest Service activities, provided the amounts are not required to meet current withdrawals. The bill makes available the interest earned to cover the costs of work rendered necessary by the action which led to the forfeiture, judgment, compromise, or settlement.
Collecting and Analyzing Resources Integral and Necessary for Guidance for Social Determinants Act of 2021 or the CARING for Social Determinants Act of 2021 This bill requires the Centers for Medicare & Medicaid Services to periodically update specified guidance to help states address social determinants of health (e.g., socioeconomic factors) under Medicaid and the Children's Health Insurance Program (CHIP).
Supporting the Foundation for the National Institutes of Health and the Reagan-Udall Foundation for the Food and Drug Administration Act This bill increases the amount of funds each fiscal year that the Food and Drug Administration (FDA) must transfer to the Reagan-Udall Foundation for the FDA and that the National Institutes of Health (NIH) must transfer to the Foundation for the NIH. Specifically, it requires each agency to increase the amount transferred to its respective foundation (1) from a minimum of $500,000 to a minimum of $1,250,000, and (2) from a maximum of $1,250,000 to a maximum of $5,000,000.
Synthetic Opioid Danger Awareness Act This bill requires the Department of Health and Human Services (HHS) to provide education and training related to synthetic opioids, including fentanyl and its analogues. Specifically, HHS must launch a public education campaign on the dangers of synthetic opioids and related issues. HHS must also produce training materials to prevent exposure to synthetic opioids for first responders and others who are at high risk of such exposure and disseminate the materials to ambulance transport personnel, local sheriff deputies, and other first responders and individuals in high-risk occupations.
