College Transparency Act This bill requires the National Center for Education Statistics to establish a secure and privacy-protected data system that contains information about postsecondary students. Specifically, the data system must evaluate student enrollment patterns, progression, completion, and postcollegiate outcomes, and higher education costs and financial aid; provide complete and customizable information for students and families making decisions about postsecondary education; reduce the requirements for reporting by institutions of higher education; and periodically match with other federal systems of data. The bill also establishes a postsecondary student data system advisory committee.

Enhancing Administrative Reviews for Broadband Deployment Act This bill directs the Department of the Interior and the Department of Agriculture (USDA) to report to Congress on communications use authorizations (i.e., authorizations to modify or locate communications facilities on public lands). Specifically, Interior and USDA must (1) provide an assessment on programmatic or administrative barriers to reviewing communications use authorizations, (2) provide an assessment of whether there are rules or regulations that could be revised to improve the efficiency of reviewing communications use authorizations, (3) describe the process for prioritizing the review of communications use authorizations, and (4) provide a plan to ensure adequate staffing to review communications use authorizations in a timely manner.

Federal Broadband Deployment in Unserved Areas Act This bill establishes measures to facilitate the sharing of broadband availability data among federal agencies to support the deployment of broadband in unserved areas. Specifically, the bill requires the Federal Communications Commission (FCC) to share certain broadband availability data (i.e., broadband maps) with the federal agencies responsible for overseeing public land, including National Forest Service land. The bill also establishes a working group to facilitate the preparation and interoperability of information technology systems for the provision and receipt of specified broadband information collected by the FCC. Lastly, the bill requires a preliminary assessment of any potential barriers to such information sharing and a follow-up report assessing (1) the effectiveness of a user's ability to locate broadband infrastructure on public land, and (2) the prioritization of the review of applications for a communications use authorization in unserved areas.

Enhancing Credit Opportunities in Rural America Act of 2021 or the ECORA Act of 2021 This bill modifies the requirements for calculating taxable income to exclude from gross income interest received by a lender from real estate loans secured by agricultural real estate or by a leasehold mortgage (with a status as a lien) on agricultural real estate. Agricultural real estate includes real property that is substantially used for the production of one or more agricultural products. It also includes any single family residence that is (1) the principal residence of its occupant, (2) located in a rural area which is not within a Metropolitan Statistical Area and has a population of 2,500 or less, and (3) is purchased or improved with the proceeds of a loan secured by agricultural real estate or by a household mortgage.

Global War on Terrorism Memorial Location Act This bill authorizes the establishment of a National Global War on Terrorism Memorial in the area of the National Mall.

RTP Full Funding Act of 202 1 This bill revises provisions regarding the recreational trails program of the Department of Transportation (DOT). Specifically, the bill requires DOT to estimate the total amount of nonhighway recreational fuel taxes received by the Department of the Treasury and transferred to the Highway Trust Fund; the Federal Highway Administration to establish financial management information system codes for certain motorized and non-motorized use projects, including single and diverse use projects; DOT to reserve amounts of the state-apportioned funds for administrative, research, technical assistance, and training expenses to carry out the recreational trails program; and states to obligate a specific amount of reserved funds each fiscal year for the recreational trails program.

Clean Energy Hydrogen Innovation Act This bill expands the types of hydrogen projects that are eligible for loan guarantees from the Department of Energy.

CCUS Innovation Act This bill revises a Department of Energy loan guarantee program for carbon capture, utilization, and storage projects. Specifically, the bill specifies categories of projects that are eligible for loan guarantees, such as projects for developing infrastructure (e.g., pipelines) to enable carbon capture, utilization, or storage.

Transit Revitalization And Infrastructure Needs Act or the TRAIN Act This bill expands the authority of the Department of Transportation (DOT) to provide fixed guideway capital investment grants. DOT may provide grants to state and local governments to assist in (1) expanding transit station platforms, (2) increasing service frequency, (3) increasing the capacity of an existing station, and (4) replacing temporary measures (including the use of rail equipment) which have been used to expand system capacity. A fixed guideway capital investment grant project may advance to the engineering phase of development if DOT makes certain determinations, including (1) that the project will increase capacity of an existing fixed guideway system, corridor, or station at least 10% or replace temporary measures; and (2) whether existing fixed guideway transit vehicles or stations are at or over capacity, or are projected to be at or over capacity within the next 10 years.

TRICARE Reserve Select Improvement Act This bill expands TRICARE Reserve Select eligibility to include members of the Selected Reserve who are enrolled or eligible to enroll in the Federal Employees Health Benefits Program.
