This bill provides for the award of Congressional Gold Medals posthumously to Glen Doherty, Tyrone Woods, J. Christopher Stevens, and Sean Smith (four Americans who were killed in the September 11, 2012, attack on the U.S. consulate in Benghazi, Libya) in recognition of their contributions to the nation.

Preventing Outages With Enhanced Resilience and Operations Nationwide Act of 2021 or the POWER ON Act of 2021 This bill provides incentives for enhancing the resilience of the electric power grid to natural disasters and strengthening the emergency response and management of the grid. Specifically, the bill requires the Department of Energy (DOE) to establish an electric grid resilience program. Under the program, DOE must provide grants to states and Indian tribes for projects that enhance the physical resilience of the electric grid to natural disasters. In addition, DOE must establish a research, development, demonstration, and commercial application program to enhance resilience and strengthen emergency response and management of the electric grid. Under the program, DOE must award grants to improve the resilience of the electric grid by developing technologies and capabilities to withstand and address the current and projected impact on electric grid infrastructure of natural disasters, such as wildfires.

Food and Nutrition Education in Schools Act of 202 1 This bill directs the Department of Agriculture (USDA) to establish a Food and Nutrition Education in Schools Pilot Program to award grants to local educational agencies for (1) projects that hire qualified, full-time food and nutrition educators to carry out programs in schools that have the goal of improving student health and nutrition; and (2) projects that fund school gardens or other evidence-based interventions relating to student health and nutrition, aligned with the latest school nutrition standards, to create hands-on learning opportunities for students. In awarding grants under the program, USDA must prioritize projects that serve schools or districts (1) in which not less than 40% of students qualify for free or reduced-price meals, or (2) that include neighborhoods with high rates of childhood obesity or other diet-related diseases. Additionally, it must give priority to projects that provide programming in summer months and those that are joint partnership projects.

Veterans Burn Pits Exposure Recognition Act of 2021 This bill requires the Department of Veterans Affairs (VA) to concede, for the purposes of health care benefits and wartime disability compensation, that a veteran was exposed to certain toxic substances, chemicals, and hazards from burn pits if such veteran served on active duty in a covered location during a specified time frame (unless there is affirmative evidence to establish that the veteran was not exposed during such service). A burn pit is an area used for burning solid waste in open air without equipment. Specifically, the bill covers the following locations and corresponding time periods: Iraq between August 2, 1990, and February 28, 1991, as well as from March 19, 2003, until burn pits are no longer used in this location; Southwest Asia (including Kuwait, Saudi Arabia, Oman, and Qatar) from August 2, 1990, until burn pits are no longer used in these locations; and Afghanistan, Syria, Jordan, Egypt, Lebanon, Yemen, and Djibouti from September 11, 2001, until burn pits are no longer used in these locations. Under the bill, if an exposed veteran submits insufficient evidence to establish a service-connection for purposes of disability compensation, the VA shall provide a medical examination and request a medical opinion regarding a causal link between the disability and a toxin, chemical, or hazard.

This resolution supports the designation of April 26-30, 2021, as National Specialized Instructional Support Personnel Appreciation Week.

Rural STEM Education Act This bill directs the National Science Foundation (NSF) to support research regarding STEM (science, technology, engineering, and mathematics, including computer science) education in rural schools. The NSF must award grants to institutions of higher education or nonprofit organizations for (1) research and development to advance innovative approaches to support and sustain high-quality STEM teaching in rural schools, (2) research and development of programming to identify the barriers rural students face in accessing high-quality STEM education, (3) development of innovative solutions to improve the participation and advancement of rural students in grades Pre-K through 12 in STEM studies, and (4) research on online STEM education courses for rural communities. The NSF may establish a pilot program of regional cohorts in rural areas to provide peer support, mentoring, and hands-on research experiences for rural STEM educators of students in grades Pre-K through 12 in order to build an ecosystem of cooperation among educators, researchers, academia, and local industry. The NSF shall enter into an agreement with the National Academy of Sciences under which the National Academy agrees to evaluate aspects of STEM education and workforce development in rural areas. The National Institute of Standards and Technology must award prizes to stimulate research and development of creative technologies in order to deploy affordable and reliable broadband connectivity to unserved rural communities. The Office of Science and Technology Policy must establish a broadband research and development working group to address national research challenges and opportunities for improving broadband access and adoption across the United States.

Behavioral Intervention Guidelines Act of 2021 This bill requires the Department of Health and Human Services (HHS) to develop best practices for establishing behavioral intervention teams in educational settings. These teams, comprised of experts, are responsible for identifying individuals who exhibit concerning behaviors and addressing associated behavioral health issues to prevent harm to the individual or others. HHS must also provide technical assistance on implementing these teams to elementary and secondary schools and institutions of higher education.

Bipartisan Border Solutions Act of 2021 This bill establishes regional processing centers for conducting immigration-related activities and addresses other related issues. The Department of Homeland Security (DHS) shall establish at least four regional processing centers along the southern border in high-traffic Border Patrol sectors. These centers shall conduct processing activities such as criminal history checks, medical screenings, asylum interviews and credible fear determinations, and short-term detention of individuals. The bill imposes various requirements, such as requiring the centers to (1) allow nongovernmental entities access to detained individuals to provide humanitarian or legal assistance, and (2) provide detained aliens access to legal counsel for certain asylum proceedings. The bill also requires DHS and the Department of Justice (DOJ) to develop pilot programs to improve asylum decisions, credible fear determinations, access to counsel, and case management of aliens awaiting asylum hearings or decisions. DOJ shall, to the greatest extent practicable, prioritize removal cases involving aliens apprehended while entering the United States during an irregular migration influx. Before placing an unaccompanied alien child with an individual, the Department of Health and Human Services must conduct a criminal background check of each adult member of that individual's household. An alien child may not be placed in a household where an individual has been convicted of certain crimes, including offenses involving sex or domestic violence. The bill also makes it a crime to make a materially false statement or knowingly use a false document to obtain custody of an unaccompanied alien child.

This resolution recognizes the Senate's observation of Countering International Parental Child Abduction Month in April 2021. It also urges the United States to lead in raising awareness about the devastating impact of international child abduction.

This resolution extends condolences to the family and friends of former Vice President Walter Mondale. The resolution acknowledges Mondale's lifetime service to the United States, including as a U.S. Senator and as the first presidential candidate from a major party to select a woman, Geraldine Ferraro, as his running mate.
