Protections for Socially Good Activities Act This bill specifies that certain activities do not establish an employment relationship between a franchisor and a franchisee (or their respective employees) for the purpose of certain federal labor laws. Specifically, an employment relationship is not formed if the franchisor carries out activities that include providing, or otherwise requiring the use of, certain training or other materials related to sexual harassment, workplace violence, or discrimination; requiring the adoption of certain policies related to sexual harassment, workplace violence, or discrimination; requiring the adoption of a policy based on COVID-19; or providing personal protective equipment during the COVID-19 pandemic.

Enhancing Credit Opportunities in Rural America Act of 2021 or the ECORA Act of 2021 This bill modifies the requirements for calculating taxable income to exclude from gross income interest received by a lender from real estate loans secured by agricultural real estate or by a leasehold mortgage (with a status as a lien) on agricultural real estate. Agricultural real estate includes real property that is substantially used for the production of one or more agricultural products. It also includes any single family residence that is (1) the principal residence of its occupant, (2) located in a rural area which is not within a Metropolitan Statistical Area and has a population of 2,500 or less, and (3) is purchased or improved with the proceeds of a loan secured by agricultural real estate or by a household mortgage.

Education Savings Accounts for Military Families Act of 2021 This bill directs the Department of Education (ED) to establish a program to provide children with parents on active duty in the uniformed services with funds to pay educational expenses. Specifically, ED must establish a tax-exempt Military Education Savings Account for dependent children of parents in the uniformed services for the payment of the children's educational expenses. Funds in the savings account may be used for specified purposes, including the cost of attendance at a private elementary or secondary school or institution of higher education, private tutoring, or costs associated with an apprenticeship or other vocational training program.

Lower Costs, More Cures Act of 2021 This bill establishes and modifies several programs and requirements to address prescription drug prices, particularly in relation to Medicare and Medicaid. Among other changes, the bill requires the Centers for Medicare & Medicaid Services to publish certain information, as reported by pharmacy benefit managers (PBMs), relating to generic dispensing rates, drug discounts and rebates, and payments between PBMs, health plans, and pharmacies; caps annual out-of-pocket spending under the Medicare prescription drug benefit; allows prescription drug plan sponsors under the Medicare prescription drug benefit to offer additional plans in a region; establishes requirements under the Medicaid Drug Rebate Program for certain gene therapies for which prices are indexed to achieved outcomes; and establishes the position of Chief Pharmaceutical Negotiator in the Office of the U.S. Trade Representative.

Promoting Responsible and Effective Virtual Experiences through Novel Technology to Deliver Improved Access and Better Engagement with Tested and Evidence-based Strategies Act or the PREVENT DIABETES Act This bill requires the Centers for Medicare & Medicaid Services to allow online or virtual diabetes prevention programs that meet standards set by the Centers for Disease Control and Prevention (CDC) to participate in the Medicare Diabetes Prevention Program Expanded Model. The model provides CDC-approved training on dietary changes, physical activity, and other behavioral strategies for beneficiaries who are at risk of developing type 2 diabetes.

Repeatedly Flooded Communities Preparation Act This bill requires a community that participates in the National Flood Insurance Program and has been repeatedly flooded, as specified by the bill, to (1) assess the continuing risks to community areas repeatedly damaged by floods; and (2) develop and implement a publicly available, community-specific plan for mitigating continuing flood risks to such areas. The Federal Emergency Management Agency (FEMA) must, upon request, provide a community with appropriate data to assist in preparation of the required plan. In making decisions with respect to awarding flood risk mitigation grants, FEMA may consider the extent to which a community has complied with these requirements and is working to remedy problems with repeatedly flooded areas. A community that does not comply with these requirements may be subject to appropriate sanctions.

IRS Customer Service Improvement Act This bill prohibits the use of official time for specified union activities by employees of the Internal Revenue Service during the periods each year (1) beginning on February 12 and ending on May 5, and (2) beginning on September 1 and ending on November 1.

Juneteenth National Independence Day Act This bill establishes Juneteenth National Independence Day, June 19, as a legal public holiday.

Manufacturing API, Drugs, and Excipients in America Act or the MADE in America Act This bill establishes a tax credit for taxpayers engaged in medical production activities in certain areas and contains other provisions related to pharmaceuticals. An eligible taxpayer may claim a tax credit equal to 25% of qualified expenditures related to the production of pharmaceuticals, medical devices, or other related items in a designated qualified opportunity zone with a poverty rate higher than 30%. The bill provides for increases to this tax credit in certain situations, such as if a substantial portion of the employees reside in areas with certain poverty levels. In addition, the Food and Drug Administration (FDA) must continue programs to facilitate the development and review of new drug or biological products that are manufactured using certain advanced manufacturing technologies. The bill imposes various requirements on these programs, including deadlines for evaluating such a technology. Furthermore, the Department of Health and Human Services must ensure timely and effective internal coordination and alignment between FDA field investigators and the staff of the Center for Drug Evaluation and Research's Office of Compliance and Drug Shortage Program regarding reports and feedback related to facility inspections.

This resolution designates June 19, 2021, as Juneteenth Independence Day to commemorate the end of slavery in the United States.
