This resolution condemns the attack that led to the loss of eight lives in Indianapolis, Indiana, on April 15, 2021. It honors the memory of the victims who were killed. It expresses hope for the recovery of the individuals who were injured.

Strategic Competition Act of 2021 This bill addresses various foreign relations issues, with a focus on China. Among other things, the bill requires the U.S. Agency for Global Media to take certain actions to support independent journalism and combat censorship in countries where the Chinese Communist Party or other entities are promoting disinformation; requires the Department of State to establish programs to engage partner countries on issues such as regulatory harmonization and technology partnerships; prohibits any individual who has served as Secretary of State or Deputy Secretary of State from representing a foreign government entity before the executive branch; requires the State Department to develop and implement a plan for increasing the U.S. presence in the Indo-Pacific region; authorizes various foreign military financing and diplomatic activities in Southeast Asia and the Indo-Pacific region; prioritizes the transfer of excess defense articles to Taiwan, Thailand, Indonesia, Vietnam, and Malaysia; prohibits a country from receiving certain U.S. assistance if that country hosts a Chinese military installation within its territory, with some exceptions; authorizes the U.S. representative to the Inter-American Development Bank to vote for an increase in the bank's capital stock; requires strategies to engage with other countries on issues such as managing relations with China; authorizes military training assistance activities in Latin America and the Caribbean; establishes an interagency working group to counter Chinese cyber aggression in Africa; authorizes activities to promote democracy in Hong Kong; and imposes sanctions on foreign individuals and entities responsible for certain abuses (e.g., forced labor and coercive abortions) in China's Xinjiang region.

This concurrent resolution declares that Congress should not impose any new performance fee, tax, royalty, or other charge relating to the public performance of sound recordings on a local radio station for broadcasting sound recordings over the air, or on any business for such public performance of sound recordings.

This resolution thanks the teachers of the United States and promotes the teaching profession by encouraging students, parents, school administrators, and public officials to recognize National Teacher Appreciation Week.

This resolution condemns all manifestations of expressions of racism and anti-Asian and Pacific Islander or ethnic intolerance and calls for specified actions by the Senate Judiciary Committee, the Department of Justice (DOJ), and federal law enforcement. The resolution (1) calls on the Senate Judiciary Committee to consider holding a hearing related to the surge in violence against Asian Americans and Pacific Islanders, and (2) applauds DOJ's commitment to conducting a 30-day review of violence against Asian Americans and Pacific Islanders. The resolution calls on federal law enforcement officials, working with state and local officials, to expeditiously and vigorously investigate all reports of hate crimes against Asian Americans and Pacific Islanders in the United States, work to improve the reporting of such hate crimes, and hold the perpetrators of those crimes accountable and bring the perpetrators to justice.

Creating Opportunities Now for Necessary and Effective Care Technologies (CONNECT) for Health Act of 2021 or the CONNECT for Health Act of 2021 This bill expands coverage of telehealth services under Medicare. Among other provisions, the bill allows the Centers for Medicare & Medicaid Services (CMS) to waive certain restrictions, such as restrictions on the types of technology that may be used; permanently removes geographic restrictions on originating sites (i.e., the location of the beneficiary) and allows the home of the beneficiary to serve as the originating site for all services; permanently allows federally qualified health centers and rural health clinics to serve as the distant site (i.e., the location of the health care practitioner); and allows the CMS to generally waive coverage restrictions during any public health emergency. Additionally, the CMS must report on the effects of expanded telehealth services during the COVID-19 public health emergency, including with respect to the utilization, quality, and outcomes of services. The Center for Medicare and Medicaid Innovation may also test alternative payment models relating to expanded telehealth services.

Advancing International and Foreign Language Education Act This bill reauthorizes through FY2027 and otherwise revises international education programs. These programs provide grants to institutions of higher education and related entities to (1) enhance instruction in international and foreign language studies, and (2) promote international business skills and education. First, the bill reauthorizes programs related to international and foreign language studies. Specifically, it extends (1) the Graduate and Undergraduate Language and Area Centers and Programs, which include the National Resource Centers program; (2) the Language Resource Centers; (3) the Undergraduate International Studies and Foreign Language Programs; and (4) the American Overseas Research Centers. Next, the bill reauthorizes the Foreign Language and Area Studies Fellowships program. It also revises the program to permit graduate students to receive a stipend for the beginning, intermediate, or advanced study of a foreign language related to the student's area of specialization. Further, the bill extends the Technological Innovation and Cooperation for Foreign Information Access program. It also modifies the program, such as by (1) revising the types of available grants, and (2) allowing the Department of Education to establish a national database on international and foreign language education. Finally, the bill reauthorizes programs related to international business skills and education. Specifically, it reauthorizes the Centers for Business Education program. It also reauthorizes the Education and Training program and otherwise makes changes to the program, including by (1) renaming the program; and (2) mandating certain program activities, such as the incorporation of specified programs and studies into professional education and technical training curricula.

USTR Inspector General Act of 2021 This bill requires the President to appoint an Inspector General of the Office of the U.S. Trade Representative (USTR). Among other responsibilities, the Inspector General shall (1) conduct and supervise audits and investigations relating to the programs and operations of the USTR, (2) recommend policies for preventing and detecting fraud and abuse in those programs, and (3) provide a means for keeping the USTR and Congress informed about problems and deficiencies in those programs and operations.

Pakistan-Afghanistan Economic Development Act This bill allows for duty-free treatment for certain goods from designated Reconstruction Opportunity Zones (ROZs) in Afghanistan and the border regions of Pakistan. Specifically, the bill allows the President to designate ROZs within Afghanistan or parts of Pakistan, provided certain eligibility criteria are met. The countries must, among other conditions (1) establish (or make continual progress toward establishing) a market-based economy, the rule of law, certain economic policies, a system to combat corruption and bribery, and the protection of core labor standards; and (2) eliminate barriers to trade and investment. Additionally, the bill allows the President to provide duty-free treatment for certain textile and apparel products, as well as nontextile and nonapparel products, from a ROZ through September 30, 2031. The bill sets forth requirements to prevent the unlawful transshipment of textile or apparel products. Further, it outlines customs procedures and enforcement. Products from a ROZ in Afghanistan or Pakistan may continue to receive duty-free treatment only if the President certifies to Congress that the countries have complied with certain requirements, including that the countries must designate a labor official. The President may withdraw, suspend, or limit the application of duty-free treatment under the bill.

Constitutional Concealed Carry Reciprocity Act of 2021 This bill allows a qualified individual to carry a concealed handgun into or possess a concealed handgun in another state that allows its residents to carry concealed firearms. A qualified individual must (1) be eligible to possess, transport, or receive a firearm under federal law; (2) carry a valid photo identification document; and (3) carry a valid state-issued concealed carry permit, or be eligible to carry a concealed firearm in his or her state of residence.
