Respond, Innovate, Succeed, and Empower Act of 2021 or the RISE Act of 2021 This bill establishes requirements for institutions of higher education (IHEs) concerning students with disabilities. Specifically, the bill requires IHEs to allow students to use certain documents, such as individualized education programs, to establish their disabilities. In addition, IHEs must make the process for determining the eligibility for accommodations transparent. Finally, IHEs must submit key data related to their undergraduate students with disabilities for inclusion in federal postsecondary institution data collection efforts.
Judicial Understaffing Delays Getting Emergencies Solved Act or the JUDGES Act This bill requires the appointment of additional U.S. district court judges, converts certain temporary district court judgeships into permanent judgeships, and requires the Government Accountability Office to report on vacant or underused federal courthouses. Specifically, the bill requires the appointment of 39 district court judges on or after January 21, 2025, in specified judicial districts in Arizona, California, Colorado, Delaware, Florida, Georgia, Idaho, Indiana, Iowa, New Jersey, New Mexico, New York, and Texas. Further, 38 district court judges must be appointed on or after January 21, 2029, in specified judicial districts in Arizona, California, Colorado, Delaware, Florida, Georgia, Indiana, New Jersey, New York, and Texas. Additionally, the bill converts certain temporary district court judgeships to permanent judgeships in specified judicial districts in Alabama, Arizona, California, Florida, Kansas, Missouri, New Mexico, North Carolina, and Texas.
This bill requires the President to report to Congress on the national security risks associated with any plans by China's government to create an official digital currency.
Restore Public Health Institution Trust Act of 2021 This bill requires the Government Accountability Office to report on public health messaging and other recommendations of the Centers for Disease Control and Prevention (CDC). The report must specifically address (1) the data used to make recommendations, (2) the effect of inconsistent messaging on the public's trust in the CDC and willingness to follow its vaccine and other COVID-19 guidance, and (3) the degree to which outside entities influenced CDC recommendations.
Choose Home Care Act of 2021 This bill provides for coverage of home-based extended care services under Medicare. Specifically, the bill provides for coverage of services that are furnished to Medicare beneficiaries in their homes by home health agencies, including nursing care, meals and nutritional support, home medical supplies, nonemergency medical transportation, and care coordination. Coverage includes 30 days of post-hospital care and other periods of extended illness, as determined by the Centers for Medicare & Medicaid Services (CMS). Home health agencies that provide such services may receive additional payments in accordance with a specified methodology. The CMS may make payments for covered services furnished before 2022 during any period in which there is a public health emergency.
UNRWA Accountability and Transparency Act This bill makes changes to U.S. foreign policy in matters concerning the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA). For purposes of this policy, the bill defines Palestinian refugee as a person who (1) resided from June 1946 to May 1948 in Mandatory Palestine (a region controlled by Britain until 1948), (2) was personally displaced as a result of the 1948 Arab-Israeli conflict, and (3) has not accepted citizenship or other permanent adjustment in status in another country. The bill withholds U.S. funding for the UNRWA unless the Department of State makes certifications concerning the UNRWA's staff, partners, and funding. Specifically, the State Department must certify that neither UNRWA staff and partners nor its funding and facilities are affiliated with terrorism or engaged in the dissemination of anti-American, anti-Israel, or anti-Semitic ideologies. Additionally, the State Department must certify that the UNRWA is subject to comprehensive financial audits by an independent auditing firm and is unaffiliated with any financial institutions that the United States considers to be complicit in money laundering or terror financing. The bill also requires the State Department to implement a plan to encourage other countries to align their activities and efforts regarding the UNRWA with U.S. policy objectives, including the phase out of the UNRWA by resettling Palestinian refugees in countries other than Israel and in territories not controlled by Israel. The State Department must report to Congress on this plan.
Fair Sugar Policy Act of 20 21 This bill makes several modifications to the Department of Agriculture's sugar program. Among other modifications, the bill decreases the rate for price support loans, repeals the marketing allotments, revises the administration of import quotas, and repeals the Feedstock Flexibility Program.
Modern, Clean, and Safe Trucks Act of 2021 This bill repeals the 12% excise tax on the retail sale of heavy trucks and trailers.
