Portable Benefits for Independent Workers Pilot Program Act This bill requires the Department of Labor to award grants for FY2022, on a competitive basis, to states, local governments, or nonprofit organizations to support broad innovation and experimentation with respect to portable benefits. Portable benefits are work-related benefits that are provided to workers who are not traditional full-time employees in a manner that allows the worker to maintain the benefits upon changing jobs. The grants must be used for (1) the evaluation, or improvement to the design or implementation, of existing models or approaches for providing portable benefits; or (2) the design, implementation, and evaluation of new models or approaches for providing such benefits. The grants may not be used for a model or approach that provides only retirement-related benefits. The Government Accountability Office must evaluate and report to Congress on the outcome of the grants awarded pursuant to this bill.
Beneficiary Enrollment Notification and Eligibility Simplification 2.0 Act or the BENES 2.0 Act This bill requires Social Security account statements for individuals attaining ages 60 to 65 to include information about Medicare eligibility, late enrollment penalties, benefit coordination, and related resources. Statements with the required information must be mailed to individuals at least three months before they turn 65; the required information must also be mailed to those who are age 65 or over and are entitled to Social Security benefits three months before their initial Medicare enrollment period begins.
Broadband Buildout Accountability Act This bill makes actions or decisions of the National Telecommunications and Information Administration concerning the Broadband Equity, Access, and Deployment Program subject to the Freedom of Information Act, which governs the release of federal documents.
This resolution supports the designation of February 2022 as Career and Technical Education Month to celebrate career and technical education across the United States.
Never Yielding Europe's Territory (NYET) Act of 2022 This bill addresses Russia's actions against Ukraine and other countries in the region. The bill authorizes and expedites the provision of security assistance, including by (1) prioritizing delivering excess defense articles to Ukraine, (2) authorizing the Department of State to waive certain costs for defense articles leased to Ukraine, and (3) authorizing additional Foreign Military Financing for programs in Europe. The bill also provides funding for (1) Foreign Military Financing assistance to Ukraine, (2) the Global Engagement Center to counter foreign-sponsored propaganda and disinformation, (3) the Countering Russian Influence Fund to support Ukraine and other countries in response to Russia's aggression, and (4) International Military Education and Training assistance for Ukraine. Furthermore, the bill imposes sanctions, including on (1) senior Russian military officials responsible for planning or executing military operations that violated Ukraine's sovereignty or territorial integrity, and (2) foreign individuals or entities that acted on behalf of Russia's government to destabilize Ukraine or disrupt Ukraine's critical infrastructure. The bill also addresses additional matters, including (1) authorizing Radio Free Europe/Radio Liberty to explore opening new bureaus to reach audiences on Russia's periphery; and (2) providing for expedited approval of natural gas exports to qualifying nations, including NATO members, whereas currently expedited approval is only available for exports to countries that are in a free trade agreement relating to natural gas with the United States.
Telehealth Extension and Evaluation Act This bill expands and otherwise modifies coverage of telehealth services under Medicare until two years after the end of the COVID-19 public health emergency. Specifically, the bill (1) allows federally qualified health centers and rural health clinics to serve as the distant site (i.e., the location of the health care practitioner), (2) allows for Medicare payment of outpatient critical access hospital services consisting of telehealth behavioral therapy, (3) conditions payment for certain high-cost laboratory tests and durable medical equipment that are ordered via telehealth on at least one in-person visit during the preceding 12-month period, and (4) allows Schedule II through V controlled substances to be prescribed online if a practitioner has conducted a telehealth evaluation with video. The bill also generally extends any Medicare telehealth flexibilities that were granted during the COVID-19 public health emergency until two years after the emergency ends. The Centers for Medicare & Medicaid Services (CMS) must report on the effects of changes that were made during the emergency period with respect to the provision or availability of telehealth services under Medicare. The CMS must also award grants to state Medicaid programs to allow them to report on similar information.
