Foreign Influence Transparency Act This bill addresses foreign influence in higher education and in certain other academic, religious, and artistic pursuits. Current law exempts from foreign agent registration requirements a person engaging in activities in furtherance of religious, scholastic, academic, or scientific pursuits or of the fine arts. The bill specifies that this exemption applies only to those activities that do not promote the political agenda of a foreign government. Under current law, an institution of higher education (IHE) must disclose to the Department of Education (ED) a gift or contract that is from a foreign source and is valued at $250,000 or more, considered alone or in combination with all other gifts from or contracts with the foreign source. The bill instead requires an IHE to disclose such a gift or contract that is valued at $50,000 or more, considered alone or in combination with all other gifts or contracts. An IHE must include in its disclosure report the contents of any such contract and make the contents available for public disclosure. Additionally, an IHE that enters into an agreement with a Confucius Institute (i.e., a cultural institute directly or indirectly funded by the Chinese government) must immediately make available the full text of the agreement to the public, ED, and Congress. Finally, the bill prohibits an IHE that does not comply with these disclosure requirements from enrolling foreign students under the Student and Exchange Visitor Program.

Jump-Start the Economy with Jobs Act This bill requires each state that offers pandemic unemployment assistance (PUA) or pandemic emergency unemployment compensation (PEUC) to condition benefit eligibility for a long-term unemployed individual on an employer's confirmation that work is unavailable for the unemployed individual. Specifically, each state unemployment agency must request confirmation from the unemployed individual's most recent employer that the individual's position is not available at the time of the request. Unless the employer provides this confirmation, the state must terminate the individual's PUA or PEUC. The bill's provisions apply only to long-term unemployed individuals who have received PUA or PEUC for more than 30 weeks of unemployment.

Stop CRT Act This bill grants Executive Order 13950 the force and effect of law. That order prohibits federal agencies and contractors from advancing specified policies or training related to race or sex.

Operation Stonegarden Authorization Act This bill provides statutory authorization for the Operation Stonegarden grant program within the Department of Homeland Security. Through the program, the Federal Emergency Management Agency shall provide grants for enhancing border security to law enforcement agencies that are (1) in a state with an international land or maritime border, and (2) involved in an active U.S. Customs and Border Protection operation coordinated through the Border Patrol.

Zero Foreign Influence in Education Act of 2021 This bill revises certain disclosure requirements for institutions of higher education (IHEs). Specifically, the bill requires an IHE to disclose to the Department of Education (ED) any gift from or contract with a foreign source, regardless of the amount of the gift or contract. Under current law, an IHE must disclose to ED a gift or contract from a foreign source that is valued at $250,000 or more, considered alone or in combination with all other gifts from or contracts with that foreign source within a calendar year. An IHE must also report the identity of each foreign source and the name of each foreign government. Further, an IHE must report additional information when it receives a restricted or conditional gift or contract from a foreign source. Such additional information includes (1) the identity of the foreign source; (2) the identity of the specific department, college, project, or other division of the IHE that is the recipient of the gift or contract, if applicable; and (3) the intended purpose of the gift or contract.

Help Wanted Act This bill eliminates certain work search exceptions and flexibilities in the Pandemic Unemployment Assistance (PUA) program. Specifically, the bill prohibits states participating in PUA from modifying unemployment work search requirements on an emergency basis to respond to COVID-19. The bill also eliminates a requirement that states be flexible regarding work search requirements for individuals who are unable to search for work because of COVID-19. Similarly, the bill makes individuals who decline to work on the basis of safety concerns related to COVID-19 and claimants who quit working as a direct result of COVID-19 ineligible for PUA.

Combatting Racist Training in the Military Act of 2021 This bill prohibits the Armed Forces and academic institutions of the Department of Defense from promoting specified anti-American and racist theories (e.g., that any race is inherently superior or inferior to any other race). Specifically, the bill prohibits including anti-American and racist theories or materials in curricula, reading lists, seminars, workshops, trainings, or other educational or professional settings in a manner that could appear as sponsorship, approval, or endorsement; contracting with, hiring, or otherwise engaging speakers, consultants, diversity trainers, and other persons for the purpose of advocating anti-American and racist theories; compelling members of the Armed Forces to affirm or profess belief in anti-American and racist theories; and segregating members of the Armed Forces by race in any setting, including educational and training sessions.

Repealing Illegal Freedom and Liberty Excises Act or the RIFLE Act This bill repeals the excise tax on the transfer of firearms. The bill shall not be construed as placing any regulated firearms under the jurisdiction of the U.S. Consumer Product Safety Commission.

Anti-CCP Espionage via Social Media Act of 2021 or the ACES Act of 2021 This bill requires certain actions related to ByteDance Ltd., the Chinese parent company of TikTok (a video-sharing mobile application). Specifically, the bill grants Executive Order 13942 the force and effect of law. That order prohibits certain transactions by any person subject to the jurisdiction of the United States with ByteDance. The bill provides statutory authority for that prohibition and specifies exceptions. Further, the bill establishes enforcement procedures and penalties for related violations. The bill requires ByteDance, within 90 days of this bill's enactment, to divest itself of (1) any assets or property used to enable or support ByteDance's operation of the TikTok application in the United States, and (2) any data obtained or derived from TikTok application or Musical.ly application users in the United States. The bill outlines further requirements and procedures for such divestment. The Committee on Foreign Investment in the United States (CFIUS) must review proposed sales or transfers by ByteDance to a third party. CFIUS may implement measures as necessary to verify compliance with the required divestment. CFIUS must review and issue a report to the President on the relationship of each covered U.S. business with ByteDance to determine the effects of such relationship on U.S. national security. The President may take actions to suspend or prohibit the relationship.

Preventing Foreign Attempts to Erode Healthcare Innovation Act This bill prohibits the use of federal funds to support, allow, or facilitate the negotiation or approval of any measure at the World Trade Organization to waive intellectual property rights, including the petition titled Waiver from Certain Provisions of the TRIPS Agreement for the Prevention, Containment, and Treatment of COVID-19 . (The petition was submitted by India and South Africa to suspend all intellectual property rights associated with COVID-19 innovations, such as vaccines.)
