RETURN (Repealing Excise Tax on Unalienable Rights Now) our Constitutional Rights Act of 2022 or the RETURN our Constitutional Rights Act of 2022 This bill repeals the excise taxes on firearms and ammunition and on bows and arrows. It also repeals the excise tax on transferring and making firearms under the National Firearm Act.
Modernizing Department of Veterans Affairs Disability Benefit Questionnaires Act This bill requires that all disability benefit questionnaire data collected by persons other than employees of the Department of Veterans Affairs (VA) in the course of VA medical disability examinations must be transmitted to the VA in a machine-readable format.
Promoting Agriculture Safeguards and Security Act of 2022 or the PASS Act of 2022 This bill places the Secretary of Agriculture on the Committee on Foreign Investment in the United States (CFIUS). Further, the bill requires CFIUS to review certain agriculture-related transactions, including those related to biotechnology. The bill also prohibits persons who are acting on behalf of a prohibited country (i.e., China, Russia, Iran, or North Korea) from carrying out any merger, acquisition, or takeover that could result in foreign control of a U.S. agricultural company.
Border's Unused Idle and Lying Dormant Inventory Transfer Act or the BUILD IT Act This bill requires the federal government to transfer, upon request, materials associated with the construction of a barrier along the U.S.-Mexico border to the governments of the states along that border (i.e., Arizona, California, New Mexico, and Texas). The transferred materials must be used to construct a barrier along the U.S.-Mexico border.
Fueling American Prosperity Act This bill requires the Department of the Interior to carry out sales of onshore and offshore oil and gas leases. If the sales are not carried out, the bill limits Interior from hiring, transferring, or reassigning duties among officers and employees. In addition, the bill (1) requires Interior to finalize its next offshore oil and gas leasing program by June 30, 2022; and (2) sets deadlines by which certain environmental assessments and environmental impact statements must be completed if the national average price of gasoline exceeds a specified threshold.
Stop Child Abuse Act This bill nullifies the executive order titled Advancing Equality for Lesbian, Gay, Bisexual, Transgender, Queer, and Intersex Individuals , which was issued on June 15, 2022. The order directed several executive agencies to establish initiatives that support lesbian, gay, bisexual, transgender, queer, and intersex individuals in a variety of settings, including health care, education, housing, and social services.
Reducing Farm Input Costs and Barriers to Domestic Production Act This bill addresses various provisions related to the regulation of domestic agricultural products, including by requiring the Department of Agriculture to publish criteria for considering requests from meat and poultry establishments to operate at line speeds in excess of the current regulatory limitations. The bill also nullifies the final rule issued by the Council on Environmental Quality on April 20, 2022, that reinstated various National Environmental Policy Act regulatory provisions.
Airlines Independent of Restrictions Act or the AIR Act This bill directs the Department of Transportation (DOT) to rescind no fly zone restrictions over Disneyworld in Orlando, Florida, and Disneyland in Anaheim, California, imposed under Federal Aviation Administration Notices to Airmen and stop maintaining the restrictions imposed under such notices. DOT may not issue a regulation or Notice to Air Missions to impose a no fly zone over Disneyworld and Disneyland for a period longer than 30 days, with specified exceptions for national security concerns.

Specifically, the bill prohibits an authorized committee of a candidate or any other political committee that is established, maintained, or controlled by a candidate or an individual holding federal office from directly or indirectly compensating the immediate family member of the candidate or individual for services provided to or on behalf of the committee. The prohibition does not apply to a political committee of a political party. Next, the bill requires a political committee to report on disbursements to an immediate family member of the candidate or the individual holding federal office. Finally, the bill requires any penalty for a violation of the bill to be imposed on the candidate or the individual holding federal office if the candidate or individual involved knew of the violation. Further, it prohibits the committee involved from reimbursing the candidate or individual for the penalty.
