To allow expensing of amounts paid to move business property from China to the United States, and for other purposes.

This bill directs the Department of the Treasury to establish a program to treat amounts paid by U.S citizens or business entities to move their inventory, equipment, and supplies from China to the United States as items of expense, deductible in the year in which they are incurred. The cost of this expensing allowance shall be paid for with tariffs collected by the United States on goods manufactured in China.

Safeguarding Oil and Gas Leasing and Permitting Act of 2021

Safeguarding Oil and Gas Leasing and Permitting Act of 2021 This bill requires the President and the Department of the Interior to obtain the approval of Congress before implementing a moratorium on oil and gas leasing in the Gulf of Mexico region of the outer Continental Shelf.

Requesting the President transmit to the House of Representatives not later than 14 days after the date of the adoption of this resolution documents in his possession relating to the amount of funding previously enacted and currently unspent in certain public laws.

This resolution requests that the President transmit to the House of Representatives documents related to the amount of funding that was provided in specified laws regarding COVID-19 (i.e., coronavirus disease 2019) and is currently unspent. The specified laws include the Coronavirus Preparedness and Response Supplemental Appropriations Act, 2020; the Families First Coronavirus Response Act; the Coronavirus Aid, Relief, and Economic Security Act (CARES Act); the Paycheck Protection Program and Health Care Enhancement Act; and Division N of the Consolidated Appropriations Act, 2021.

ACCESS 45Q Act

Accelerating Carbon Capture and Extending Secure Storage through 45Q Act or the ACCESS 45Q Act This bill extends the tax credit for carbon oxide sequestration through 2035 and allows taxpayers an election to receive payments in lieu of the credit. The bill also permits an allowance of the carbon oxide tax credit against the base erosion minimum tax. The base erosion minimum tax is a tax on large corporation that is calculated after adding back to taxable income certain deductible payments made to related foreign persons.

To amend the Child Abuse Prevention and Treatment Act to authorize the Secretary of Health and Human Services to award grants for purposes of reducing child abuse and neglect due to the substance use disorder of a parent or caregiver.

This bill permits the Children's Bureau of the Administration for Children & Families to provide grants for programs that reduce child abuse and neglect resulting from the substance use disorder of a parent or caregiver.

GIVE MILK Act

Giving Increased Variety to Ensure Milk Into the Lives of Kids Act or the GIVE MILK Act This bill revises the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) to allow WIC participants (or the parent or guardian of such participants) to elect to be issued nonfat milk, 1% low-fat milk, 2% reduced-fat milk, or whole milk.

Flood Resiliency and Taxpayer Savings Act of 2021

Flood Resiliency and Taxpayer Savings Act of 2021 This bill requires federal agencies to take specified actions to evaluate and mitigate the risk of floods to federally funded projects. Specifically, the bill directs federal agencies to evaluate the potential for flooding throughout the planned lifetime or duration of a federally funded project to reduce the risk of financial and property losses and prevent the disruption of critical services during floods. Further, federal agencies must consider certain data and information (e.g., the most recent flood insurance rate map published by the Federal Emergency Management Agency) when evaluating whether a federally funded project is in a floodplain. If the agency determines the data and information are not adequate for understanding the flood risks to the project, then the agency must use an alternative design standard outlined by the bill. Finally, the bill directs the Federal Interagency Floodplain Management Task Force to issue guidelines for federal agencies related to flood risk management.

Reopen Schools Act

Reopen Schools Act This bill requires a local educational agency (LEA) to reopen its elementary and secondary schools as a condition for receiving certain supplemental education emergency relief funding. Specifically, an LEA must provide in-person instruction to at least 50% of its students in order to receive the full funding. An LEA that provides in-person instruction to at least some of its students shall have its funding reduced on a pro rata basis.
