Hemp and Hemp-Derived CBD Consumer Protection and Market Stabilization Act of 2021 This bill allows the use of hemp, cannabidiol (i.e., CBD) derived from hemp, or any other ingredient derived from hemp in a dietary supplement, provided that the supplement meets other applicable requirements. (Currently, the Food and Drug Administration's position is that CBD products may not be sold as dietary supplements.)

Small Business Tax Fairness and Compliance Simplification Act This bill expands the tax credit for a portion of the employer-paid Social Security taxes for employee cash tips to include beauty service establishments. (Under current law, the credit is limited to tips received for providing, serving, or delivering food or beverages.) The credit applies to tips received in connection with providing beauty services to a customer or client if tipping employees who provide the service is customary. Beauty services include barbering and hair care, nail care, esthetics, and body and spa treatments. The bill also (1) establishes an employer tip reporting safe harbor for beauty service establishments, and (2) specifies reporting requirements for income received from renting space to individuals who provide beauty services. The employer tip reporting safe harbor for beauty service establishments provides an exemption from certain Internal Revenue Service tip examinations for employers who meet certain requirements for educational programs, reporting procedures, compliance with tax law, and recordkeeping.

Flood Resiliency and Taxpayer Savings Act of 2021 This bill requires federal agencies to take specified actions to evaluate and mitigate the risk of floods to federally funded projects. Specifically, the bill directs federal agencies to evaluate the potential for flooding throughout the planned lifetime or duration of a federally funded project to reduce the risk of financial and property losses and prevent the disruption of critical services during floods. Further, federal agencies must consider certain data and information (e.g., the most recent flood insurance rate map published by the Federal Emergency Management Agency) when evaluating whether a federally funded project is in a floodplain. If the agency determines the data and information are not adequate for understanding the flood risks to the project, then the agency must use an alternative design standard outlined by the bill. Finally, the bill directs the Federal Interagency Floodplain Management Task Force to issue guidelines for federal agencies related to flood risk management.

This resolution expresses the opposition of the House of Representatives to any plans by the Department of Defense to deliver COVID-19 (i.e., coronavirus disease 2019) vaccines to prisoners held at United States Naval Station, Guantanamo Bay, Cuba, until all Americans have had the opportunity to be vaccinated. Additionally, the resolution asserts that the government should prioritize U.S. citizens for COVID-19 vaccinations.

USPS Fairness Act This bill repeals the requirement that the U.S. Postal Service annually prepay future retirement health benefits.

Ensuring Accurate and Complete Abortion Data Reporting Act of 2021 This bill requires states, as a condition of federal payment under Medicaid for family planning services, to report certain abortion data to the Centers for Disease Control and Prevention (CDC). (Currently, reporting is voluntary.) The CDC must develop standardized questions for states with respect to specified variables (e.g., maternal demographics and methods of abortion).

Second Chance at Life Act of 2021 This bill requires abortion providers to disclose information about the possibility of reversing a medication abortion. This is a procedure that uses a medication regimen to terminate a pregnancy, typically with a two-drug protocol.  Providers must inform patients that it may be possible to reverse the effects of a medication abortion after taking the first drug. They must also let patients know that more information and assistance is available on the Department of Health and Human Services (HHS) website. At least 24 hours before the procedure, the provider must share this information with the patient in person or by telephone. The provider must also include the information in written discharge instructions after the first drug is dispensed. The bill sets out an exception to these notification requirements when an abortion is necessary to resolve a physical injury or condition that threatens the life of the woman. The provider must document the circumstances giving rise to the exception in the patient's medical file. Furthermore, providers must post signs with this information in their offices or facilities, and HHS must maintain information about reversing medication abortions on its website.

Defund Planned Parenthood Act of 2021 This bill restricts federal funding for Planned Parenthood Federation of America Inc. or any of its affiliates or clinics for one year. Specifically, it prohibits funding those entities unless they certify that the affiliates and clinics will not perform, and will not provide funds to entities that perform, abortions during that year. If the certification requirement is not met, the Department of Health and Human Services and the Department of Agriculture must recoup any federal assistance received by those entities. However, the bill's funding restriction does not apply to abortions performed in cases of rape or incest or when necessary to resolve a physical condition that endangers a woman's life. The bill also provides additional funding for community health centers for the one-year period. These funds are subject to the same abortion-related restrictions and exceptions.

Byron Nash Renal Medullary Carcinoma Awareness Act of 2021 This bill allows states to receive federal payment under Medicaid for 50% of their costs for providing education on the risk of renal medullary carcinoma to individuals with sickle cell disease. (Renal medullary carcinoma is a rare kidney disease usually found in individuals with the sickle cell trait.)

Protecting Life in Crisis Act This bill specifies that federal funds allocated for COVID-19 (i.e., coronavirus disease 2019) response efforts may not, in general, be used for abortions. Current law generally prohibits the use of federal funds for abortions through language included in appropriations bills, such as the Hyde Amendment. The bill also restricts the use of federal tax credits or other federal funding for health insurance coverage if the coverage includes abortions.
