Servicewomen and Veterans Menopause Research Act

Maddy summaryThis bill requires the Secretaries of Defense and Veterans Affairs to evaluate existing and ongoing research on menopause, perimenopause, and mid-life health for women in the military and as veterans. It directs them to identify gaps in knowledge about treatments, the impact of military service (including combat roles and exposure to toxins like burn pits), mental health effects, and healthcare provider training needs. Within 180 days of enactment, the departments must submit a report with findings and a strategic plan to address identified gaps and prioritize future research. The bill ensures this work supplements, rather than duplicates, existing efforts by the Department of Health and Human Services.

Affordable Housing Credit Improvement Act of 2025

Maddy summaryThe Affordable Housing Credit Improvement Act of 2025 would reform the Low-Income Housing Credit program, which provides tax credits to developers of affordable housing. It would increase state allocations based on population with annual cost-of-living adjustments, modify tenant eligibility rules to allow higher income limits for some residents, and add protections for domestic violence victims in housing. The bill would simplify rules for rural and Native American housing projects, clarify credit eligibility requirements, and require greater transparency in program administration. These changes would directly affect developers, property owners, and low-income tenants in housing projects that receive LIHC tax credits.

No Union Time on the Taxpayer’s Dime Act

Maddy summaryThis bill amends Title 5 of the U.S. Code to eliminate "official time" for federal employees engaging in union activities. It requires employees to perform all union-related work during non-duty time (e.g., personal time, not paid work hours), directly affecting federal workers who are union members. The key provision changes Section 7131 to state that any labor organization business must occur when employees are in a non-duty status. This policy shift removes the previous allowance for using paid work time for union duties, making it a concrete change to federal employment rules.

Major Richard Star Act

Maddy summaryThis bill, HR 2102 (Major Richard Star Act), allows veterans with combat-related disabilities to receive both full military retired pay and veterans' disability compensation simultaneously, without the previous offset that reduced retired pay. It directly affects veterans already eligible for both benefits due to combat-related injuries, removing the requirement that their retired pay be reduced by the disability compensation amount. The key provision amends Title 10 and Title 38 to eliminate the offset rule (sections 5304 and 5305 of Title 38) for these veterans. The change applies to payments starting after the bill’s enactment date, effective for all qualifying veterans. This is a policy change to increase financial support for affected veterans, not a new benefit.

Aviation Medication Transparency Act of 2025

Maddy summaryHR 2592, the Aviation Medication Transparency Act of 2025, requires the Federal Aviation Administration (FAA) to create and maintain a public website listing medications approved for use by pilots and aircrew (airmen) during medical certification. The list must be developed with input from pilots' unions, air traffic controllers' representatives, and other stakeholders, and include details like "Do Not Issue" medications, required duty limitations for new medications, and contact information for medical providers. The FAA must publish this list within one year of the bill's enactment and update it annually. This directly affects pilots seeking or holding medical certifications by providing clear, accessible information about medication use in aviation.

Free Speech Fairness Act

Maddy summaryThe Free Speech Fairness Act (HR 2501) would amend tax law to allow 501(c)(3) organizations, such as charities and educational nonprofits, to make political campaign statements as part of their regular activities without risking their tax-exempt status. The bill specifies that these statements must be made in the ordinary course of the organization's exempt purpose and result in only minimal additional costs. This change clarifies that routine political commentary by these groups does not violate their tax-exempt status under current rules. The provision would apply to tax years beginning after the bill's enactment.

Disapproving the action of the District of Columbia Council in approving the Insurance Regulation Amendment Act of 2024.

Maddy summaryHJRES 82 disapproves the District of Columbia Council's approval of the Insurance Regulation Amendment Act of 2024 (D.C. Act 25-699), a local law that would have amended insurance regulations in Washington, D.C. This procedural resolution, submitted under the District of Columbia Home Rule Act, allows Congress to reject the District's legislative action. The bill itself does not change insurance regulations but formally expresses disapproval of the District's law, preventing it from taking effect.
