Nationwide Consumer and Fuel Retailer Choice Act of 2025 This bill amends the Clean Air Act to address the limitations on Reid Vapor Pressure (a measure of gasoline's volatility) that are placed on gasoline during the summer ozone season. Specifically, the bill applies the waiver for Reid Vapor Pressure requirements that is applicable to gasoline blended with 10% ethanol (E10) to gasoline blended with up to 15% ethanol (E15). This change allows gasoline that is blended with 10% to 15% ethanol to be sold year-round. Currently, states may be excluded from the waiver for Reid Vapor Pressure requirements by submitting documentation supporting that the waiver would increase air pollution. The bill nullifies existing state exclusions, but states may submit documentation after enactment of the bill to be excluded going forward. The bill also modifies the Renewable Fuel Standard Program, which requires transportation fuel sold or introduced into commerce in the United States to contain minimum volumes of renewable fuel. Under the existing program, obligated parties, such as small refineries, must satisfy the volume obligations by either blending renewable fuels into their gasoline or diesel fuel products or by acquiring credits that represent the required renewable fuel volume. The bill directs the Environmental Protection Agency to return compliance credits to small refineries under certain circumstances.
Maddy summaryThis bill establishes a compensation fund to provide financial support to law enforcement officers who actively defended the U.S. Capitol on January 6, 2021, and suffered injuries, emotional distress, or death as a result. The program is administered by a Special Master appointed by the Attorney General, who will review individual claims for economic and non-economic losses while ignoring any questions of negligence. Eligible officers can receive specific payments for their injuries or the death of a colleague, with a guaranteed minimum of $4.975 million for death claims, plus an additional equal distribution to all qualifying officers regardless of injury status. The legislation also includes provisions to reduce payouts by any other compensation the claimant has already received and grants the federal government the right to recover funds if they are later paid out in related legal settlements.
Maddy summaryHRES 64 is a non-binding House resolution affirming the U.S.-South Korea alliance. It highlights historical ties (dating to 1882), economic partnerships (including 2023 trade data), and security cooperation (like the 1953 Mutual Defense Treaty), while celebrating Korean American contributions to U.S. society. The resolution formally supports strengthening security, economic, and cultural ties between the two nations and notes the 2025 anniversary of Korean liberation. It does not create new laws or funding, but serves as a symbolic statement of congressional support for the alliance.
Maddy summaryThis resolution reaffirms the House of Representatives' support for the Taiwan Relations Act and longstanding bipartisan U.S. policy toward Taiwan. It highlights key provisions such as maintaining commercial and cultural ties, emphasizing regional peace, and providing Taiwan with defensive arms. The document also reiterates the Six Assurances, which clarify that the U.S. does not set a date for ending arms sales, will not mediate between Taiwan and China, and will not pressure Taiwan to negotiate with China. By restating these principles, the bill aims to reinforce the current framework without introducing new legal obligations or changing existing policy.
Maddy summaryThe Homeownership Savings Act creates a new tax-advantaged account designed to help first-time homebuyers save for down payments and closing costs. This program allows individuals to deduct up to $3,000 annually from their federal income taxes for contributions made to a qualified homeownership savings account, subject to limits based on earned income and modified adjusted gross income. Contributions to these accounts are also excluded from federal income, Social Security, and unemployment taxes if made by employers, and funds withdrawn for approved housing expenses remain tax-free. The bill includes specific rules for account termination, penalties for non-qualified withdrawals, and requires trustees to file reports with the IRS. These tax provisions are scheduled to take effect for taxable years beginning after December 31, 2026.
Maddy summaryThe Vote by Mail Protection Act of 2026 directly affects the federal government by nullifying Executive Order 14399, which previously required citizenship verification in federal elections. This legislation prohibits any federal agency from enforcing the order or using taxpayer funds to carry out its activities. By repealing the executive order, the bill removes the mandate for agencies to verify citizenship as a condition for voting in federal elections.
Maddy summaryThis bill requires Members of Congress and congressional candidates to submit their federal tax returns to congressional clerks within two days of filing. The law mandates that these officials create a public database to display the tax documents and immediately post them online within five business days. If a candidate or member fails to comply, their name will be listed on the website until they submit the required documents or six years pass after they leave office. The provisions apply to tax years beginning in 2025 and later, ensuring transparency for elected officials and those seeking election.
Maddy summaryThe Vehicle Innovation Act of 2026 directs the Department of Energy to consolidate its vehicle technology programs and fund research aimed at improving fuel efficiency and reducing emissions across all vehicle types. This legislation authorizes over $1.7 billion in appropriations from 2027 to 2031 to support domestic development of advanced technologies, including electric vehicles, hydrogen fuel cells, natural gas systems, and improved manufacturing processes. The bill mandates that these activities be conducted through partnerships with private industry, universities, and state governments, while requiring annual reports to Congress on progress and commercial adoption. Additionally, the act establishes specific programs to test heavy-duty truck technologies, explore secondary uses for vehicle batteries, and update existing federal authorities related to energy efficiency.

The legislation also mandates the creation of an advisory committee to oversee these initiatives, requires regular reporting on progress, and authorizes funding to establish educational centers for training future engineers in automotive technology.
