Traffic Safety - As enacted, enacts the "Jabari Bailey Highway Safety Act," which requires drivers to change lanes or reduce speed upon approaching a stationary vehicle that has flashing hazard lights activated; increases fines for failing to change lanes or reduce speed upon approaching a stationary emergency, recovery, highway maintenance, solid waste, utility service, or other vehicle that has flashing lights activated. - Amends TCA Title 55, Chapter 8.

Water Pollution - As enacted, requires the department of environment and conservation to exempt from compensatory mitigation an amount of wetland equal in size to the area for which mitigation would not be required if the permit applicant qualified for coverage under a general permit, if the only factor that disqualifies an applicant for an aquatic resource alteration permit for wetland impacts from having the activities for which a permit is sought covered under a general permit is the size of the wetland that the permit will apply to. - Amends TCA Title 69, Chapter 3.

Environment and Conservation, Department of - As enacted, adds to the bill of rights for permit applicants under the Water Quality Control Act that permit applicants have the right to have their construction stormwater permit applications considered based on the activities described in the permit application and conditions that exist at the time the permit application is under consideration, rather than possible future conditions unrelated to the activities for which the permit is sought as identified in the application. - Amends TCA Title 68 and Title 69.
