Tennessee Bureau of Investigation - As introduced, requires the bureau to conduct a feasibility study on the development and implementation of a software application capable of being utilized on a voluntary basis by gun owners in this state who are not engaged in the business of importing, manufacturing, or dealing in firearms pursuant to federal law for the purpose of conducting a criminal history record check on a proposed purchaser of a used or second-hand firearm through a private sale; requires the bureau to submit a report to the speakers of the senate and the house of representatives, the chair of the civil justice committee of the house of representatives, and the chair of the judiciary committee of the senate by January 1, 2025. - Amends TCA Title 4; Title 38 and Title 39.

Civil Procedure - As enacted, authorizes a plaintiff in certain civil actions filed against an owner and operator of an uninsured motor vehicle, where comparative fault is or becomes an issue, to amend the complaint to add certain persons as defendants or institute a separate action against such persons within a certain time following the filing of the first answer or first amended answer alleging such person's fault if such actions would otherwise be barred by the statute of limitations and other criteria is met. - Amends TCA Title 20, Chapter 1, Part 1 and Title 56, Chapter 7, Part 12.

Attorney General and Reporter - As enacted, specifies that when, in the judgment of the speaker of the house of representatives and the speaker of the senate, the interest of the state requires additional counsel to the attorney general and reporter, the speakers shall retain additional counsel to prosecute an action against the federal government on behalf of the state if the representation does not include payment of a fixed or contingent fee to any such additional counsel or otherwise increase state expenditures. - Amends TCA Section 8-6-106.
