Controlled Substances - As introduced, requires the district attorney general of each judicial district to notify the commissioner of health of the name and other such identifying information, as may be designated by the commissioner, of any individual convicted in a court of competent jurisdiction within that judicial district of a violation of the Tennessee Drug Control Act of 1989 and adds those individuals to the controlled substance database. - Amends TCA Title 53, Chapter 10, Part 3.

Criminal Offenses - As enacted, expands the offense of theft to include evading a component of an anti-shoplifting device, interfering with a fire alarm system, or using any artifice or article to commit or facilitate a theft, and makes other various changes; punishes a fifth or subsequent conviction in a two-year period one classification higher and imposes a fine of not less than $300 nor more than the maximum amount established for the appropriate offense classification. - Amends TCA Section 39-14-146.
