Provides the arbitrator in mechanics' lien actions submitted to arbitration the authority to make certain findings of fact regarding procedure compliance and amounts owed which findings would be binding in the mechanics' lien action.

Proposes a state constitutional amendment to provide no person could hold office as general officer unless that person was a resident and a registered voter in the State of Rhode Island for at least 5 years, continuously, prior to taking office.
Increases the daily rate of payments to nursing facilities by twenty percent (20%) for single occupancy rooms to include private bathrooms.
Increases personal needs allowance of nursing facility to $100.
