Requires the council on elementary and secondary education to draft a written bill of rights for parents or guardians of students who are multilingual learners that safeguard and protect the rights of multilingual learners in public schools.
Requires all educator preparation programs to include lessons on cultural competency and how teachers shall meet the instructional needs of multilingual learners.
Provide that advertising goods that don't include a price referencing all mandatory fees and charges shall be a deceptive trade practice.
