Increases conveyance tax for residential properties sold above $2,000,000 to a rate of $3.30 per $500, to be collected for RI housing for elderly affordable housing development. Provides and exemption to any entity developing elderly affordable housing.
Expands health insurance commissioner's authority to set reimbursement rates for mental health services.
Provides that prisoners who committed offenses prior to age 18 and sentenced as adults would be eligible for parole after completing 15 yrs of their sentence/does not lengthen their eligibility should prisoner be eligible for parole earlier than 15 yrs.
Creates an eleven (11) member commission to study the impact and potential economic benefits of bail reforms on Black Rhode Islanders and the State, and would report back by February 5, 2025, and expire on April 5, 2025.
This resolution would authorize an appropriation in an amount necessary to carry out the requirements of Rhode Island General Laws § 45-13-5.1.
Directs the executive office of health and human services to increase Medicaid rates for the Early Intervention and First Connections programs allowing for payment of competitive wages for qualified professionals.
Makes the Medicaid rate increase permanent for the first connections family home-visiting program and requires additional information to be added to the annual family home-visiting report.
Caps amount payable for 30 day supply of equipment/supplies for insulin administration/glucose monitoring at $25 or equipment designed to last more than 30 days with no deductible commencing January 1, 2025.
