Increases the amount of exemption from sales tax for clothing including footwear from two hundred fifty dollars ($250) to five hundred dollars ($500). Effective July 1, 2023.

Prohibits health insurance providers from requiring preauthorization for in-network mental health or substance use disorder services.
Establishes the restrictive housing oversight committee ("committee") for the purpose of monitoring the use of restrictive housing (solitary confinement), as well as disciplinary and administrative confinement at the department of corrections.
Requires that Medicaid enrollment be maintained or provided to all inmates in the first 30 days of incarceration at the adult correctional institutions within the department of corrections and the last 30 days of incarceration when possible.

Creates new definition for the term "employee", for purposes of wages, workers' compensation, temporary disability and unemployment insurance benefits, which deems a worker to be an employee, as opposed to an independent contractor.
