Provides for enhanced penalties if a victim of unauthorized dissemination of indecent material is a minor or the offender is in a position of authority over the victim or the offense results in serious bodily injury or death of the victim.
Increases the minimum claim amount necessary to require a matter involving motor vehicle liability be submitted to mandatory arbitration.
Provides for mandatory uninsured motorist coverage.
Provides children from birth through age five (5) with continuous coverage eligibility for RIte Track/RIte Care so that they are not at risk of losing coverage at the yearly redetermination due solely to administrative barriers.

Reduces the sales tax from seven percent (7%) to six and one-half percent (6 ½%).
Mandates an entity that owns five hundred acres or more of land to have a forest plan with fire mitigation.

Allows governmental employee union contracts to contain specific references to specific health insurance companies.
Extends the forbearance of utility terminations for customers with serious illness certifications and would amend various provisions related to the termination of utility services for persons who are disabled, seriously ill, or in arrears.
