Creates a 5 member commission to recommend legislative proposals for blockchain and cryptocurrency, and submit an interim progress report by January 5, 2025, and a final report by January 5, 2026, and expire on February 5, 2026.

Establishes the tuition waiver program for children in Rhode Island foster care program. The purpose would be to increase the number of youths in foster care enrolling in and obtaining degrees in a timely fashion from Rhode Island college.
Establishes an agricultural restricted receipt account within the department of environmental management. An advisory committee would be established to determine suggested uses of the funds in said account.
Authorizes driver education schools to offer the driver training curriculum in a classroom setting or an instructor-led virtual format.
Authorizes the Department of Elementary and Secondary Education to establish a program to expand the issuance of teaching certificates to bilingual dual language and world language teachers in urban and urban ring schools.
