Establishes and fund an affordable housing pilot program at reduced rents to be administered by the state department of housing with an appropriation of three million dollars ($3,000,000) for fiscal year 2024-2025.
Allows a property owner with eligible net-metering systems with a master meter to allocate excess net metering credits to any meter on the property.
This resolution would authorize the appropriation of the sum of $1,600,000 to the Rhode Island Department of Housing.
Extends the forbearance of utility terminations for customers with serious illness certifications and would amend various provisions related to the termination of utility services for persons who are disabled, seriously ill, or in arrears.
This resolution would authorize the appropriation of the sum of $20,000,000 to support the Down Payment Assistance program.
Allows a municipality to set its own conveyance tax rate for residential properties sold in excess of $800,000.00 at $10 per $500. Provides collected taxes to be in a restricted account and distributed within 2 years for affordable housing.
Provides that prisoners who committed offenses prior to age 18 and sentenced as adults would be eligible for parole after completing 15 yrs of their sentence/does not lengthen their eligibility should prisoner be eligible for parole earlier than 15 yrs.
Authorizes the department of housing to issue bonds in the amount of $50,000,000 with a maturity date not to exceed 20 years, to establish the housing production revolving fund, to promote the development of housing and ensuring more affordable housing.
