Authorizes designated state and local election officials with supervisory responsibility over polling locations the use of amber flashing safety lights on their vehicles.
Requires commercial property owners to install vehicle barriers at their retail establishment locations when construction/renovations are being done and permits insurers to consider the installation to provide a discount on the owner's insurance policy.

Increases the maximum state and municipal small purchase limits from $10,000 to $25,000 for construction projects and from $5,000 to $10,000 for all other state and municipal purchases.
