Protects employees free speech regarding political or religious matters.
Increases the number of state child care licensing inspectors to meet the national recommended average of one inspector for every fifty (50) to sixty (60) child care providers.

Amends the statutory penalties for a second and third possession of marijuana offense to conform to the penalties promulgated in § 21-28-4.01.
